11 | 11 | | Be it enacted by the General Assembly of the State of Missouri, as follows: |

12 | 12 | | Section A. Section 170.014, RSMo, is rep ealed and one new 1 |
---|
13 | 13 | | section enacted in lieu thereof, to be known as section 170.014, 2 |
---|
14 | 14 | | to read as follows:3 |

15 | 15 | | 170.014. 1. This section shall be known as the 1 |
---|
16 | 16 | | "Reading Instruction Act" and is enacted to ensure that all 2 |
---|
17 | 17 | | public schools including charter sch ools establish reading 3 |
---|
18 | 18 | | programs in kindergarten through grade five based in 4 |
---|
19 | 19 | | scientific research. "Evidence-based reading instruction" 5 |
---|
20 | 20 | | includes practices that have been proven effective through 6 |
---|
21 | 21 | | evaluation of the outcomes for large numbers of students a nd 7 |
---|
22 | 22 | | are highly likely to be effective in improving reading if 8 |
---|
23 | 23 | | implemented with fidelity. Such programs shall include the 9 |
---|
24 | 24 | | essential components of phonemic awareness, phonics, 10 |
---|
25 | 25 | | fluency, vocabulary, and comprehension, and all new teachers 11 |
---|
26 | 26 | | who teach reading in kindergarten through grade three shall 12 |
---|
27 | 27 | | receive adequate training in these areas. 13 |
---|
28 | 28 | | 2. (1) For purposes of this subsection, a "three - 14 |
---|
29 | 29 | | cueing system" is any model of teaching students to read 15 |
---|
30 | 30 | | based on meaning, structure and syntax, and visual cue s, 16 |
---|
31 | 31 | | which may also be known as "MSV". 17 SB 556 2 |

32 | 32 | | (2) A public school district shall not use a three - 18 |
---|
33 | 33 | | cueing system or any practice or intervention program that 19 |
---|
34 | 34 | | is based on a three-cueing system to teach students in 20 |
---|
35 | 35 | | kindergarten through grade twelve. 21 |
---|
36 | 36 | | 3. Every public school in the state shall offer a 22 |
---|
37 | 37 | | reading program as described in subsection 1 of this section 23 |
---|
38 | 38 | | for kindergarten through grade five. 24 |
