88 To repeal section 170.014, RSMo, and to enact in lieu thereof one new section relating to models

1111 Be it enacted by the General Assembly of the State of Missouri, as follows:
1212 Section A. Section 170.014, RSMo, is rep ealed and one new 1
1313 section enacted in lieu thereof, to be known as section 170.014, 2
1414 to read as follows:3
1515 170.014. 1. This section shall be known as the 1
1616 "Reading Instruction Act" and is enacted to ensure that all 2
1717 public schools including charter sch ools establish reading 3
1818 programs in kindergarten through grade five based in 4
1919 scientific research. "Evidence-based reading instruction" 5
2020 includes practices that have been proven effective through 6
2121 evaluation of the outcomes for large numbers of students a nd 7
2222 are highly likely to be effective in improving reading if 8
2323 implemented with fidelity. Such programs shall include the 9
2424 essential components of phonemic awareness, phonics, 10
2525 fluency, vocabulary, and comprehension, and all new teachers 11
2626 who teach reading in kindergarten through grade three shall 12
2727 receive adequate training in these areas. 13
2828 2. (1) For purposes of this subsection, a "three - 14
2929 cueing system" is any model of teaching students to read 15
3030 based on meaning, structure and syntax, and visual cue s, 16
3131 which may also be known as "MSV". 17 SB 556 2
3232 (2) A public school district shall not use a three - 18
3333 cueing system or any practice or intervention program that 19
3434 is based on a three-cueing system to teach students in 20
3535 kindergarten through grade twelve. 21
3636 3. Every public school in the state shall offer a 22
3737 reading program as described in subsection 1 of this section 23
3838 for kindergarten through grade five. 24
