1010 To repeal sections 115.286, 115.295, and 115.300, RSMo, and to enact in lieu thereof two new
1111 sections relating to absentee ballots.

1313 Be it enacted by the General Assembly of the State of Missouri, as follows:
1414 Section A. Sections 115.286, 115.295, and 115.300, RSMo, 1
1515 are repealed and two new sections enacted in lieu thereof, to 2
1616 be known as sections 115.295 and 115.300, to read as follows:3
1717 115.295. 1. As each absentee ballot is received by 1
1818 the election authority, the election authority shall 2
1919 indicate its receipt on the list. 3
2020 2. If the statements on any ballot envelope have not 4
2121 been completed[, the absentee ballot in the envelope shall 5
2222 be rejected] or the envelope has not been notarized as 6
2323 required by section 115.291, the election authority shall 7
2424 notify the voter of the incomplete information by all means 8
2525 reasonably calculated to make contact with the v oter, 9
2626 including, but not limited to, postal mail, telephone, and 10
2727 electronic mail. The notice shall include a description of 11
2828 the missing information and instructions for how the voter 12
2929 can provide the missing information to the election 13
3030 authority. 14
3131 3. The election authority shall allow the voter to 15
3232 supply the missing information by completing a new statement 16
3333 as described in section 115.283 and delivering it to the 17 SB 606 2
3434 election authority by any means authorized by law for 18
3535 delivering absentee ballots . 19
3636 4. Only an employee of the election authority may 20
3737 contact the voter concerning missing ballot envelope 21
3838 information. An election authority may not authorize any 22
3939 third-party organization to contact voters concerning 23
4040 missing ballot envelope infor mation. 24
4141 5. Voters may provide missing information for the 25
4242 ballot envelope only once the envelope containing the ballot 26
4343 has been received in the office of the election authority. 27
4444 No person may change any selections on the ballot contained 28
4545 within the envelope once it is initially received in the 29
4646 office of the election authority. 30
4747 6. If the voter provides the missing information by 31
4848 either method described above no later than the close of 32
4949 polls on election day, the ballot shall be accepted fo r 33
5050 counting according to the requirements of section 115.299. 34
5151 If the voter fails to provide the missing information by the 35
5252 close of polls on election day, the ballot shall be rejected . 36
5353 [3.] 7. All ballot envelopes received by the election 37
5454 authority shall be kept together in a safe place and shall 38
5555 not be opened except as provided in this subchapter. 39
5656 115.300. In each jurisdiction, the election authority 1
5757 may start, [not earlier than the fifth day prior to the 2
5858 election] upon receipt, the preparation of absentee ballots 3
5959 for tabulation on the election day. The election authority 4
6060 shall give notice to the county chairman of each major 5
6161 political party forty -eight hours prior to beginning 6
6262 preparation of absentee ballot envelopes. Absentee ballot 7
6363 preparation shall be completed by teams of election 8
