1010 To repeal section 162.203, RSMo, and to enact in lieu thereof one new section relating to training
1111 requirements for school board members.

1313 Be it enacted by the General Assembly of the State of Missouri, as follows:
1414 Section A. Section 162.203, RSMo, is repealed and one new 1
1515 section enacted in lieu thereof, to be known as section 162.203, 2
1616 to read as follows:3
1717 162.203. 1. Board members initially elected or 1
1818 appointed under section 162.291, 162.459, 162.471, or 2
1919 162.581 after August 28, 1993, in addition to the 3
2020 qualifications prescribed in those sections, shall 4
2121 successfully complete orientation and training requireme nts 5
2222 within one year of the date of the election or appointment. 6
2323 The orientation and training shall consist of at least 7
2424 eighteen hours and thirty minutes with the cost of such 8
2525 training to be paid by the district. 9
2626 2. The orientation and training r equired under 10
2727 subsection 1 of this section shall include two hours and 11
2828 thirty minutes of training that provides up -to-date and 12
2929 reliable information on identifying signs of sexual abuse in 13
3030 children and danger signals of potentially abusive 14
3131 relationships between children and adults. The training 15
3232 shall emphasize how to establish an atmosphere of trust so 16
3333 that students feel their school has concerned adults with 17
3434 whom students can feel comfortable discussing matters 18 SB 642 2
3535 related to abuse. If, before August 28, 2019, a board 19
3636 member completed the orientation and training requirements 20
3737 of this section as they existed before August 28, 2019, the 21
3838 board member shall not be required to complete any 22
3939 additional training other than the refresher training 23
4040 described in subsection 3 of this section. 24
4141 3. Any school board member serving a term as of August 25
4242 28, 2019, or elected or appointed after August 28, 2019, 26
4343 shall complete at least one hour of refresher training each 27
4444 year of any term in office; except that, the refresher 28
4545 training shall not be required in the year in which the 29
4646 member completes the initial orientation and training under 30
4747 subsection 1 of this section. The refresher training shall 31
4848 address concepts covered in the initial training including, 32
4949 but not limited to, the prevention of sexual abuse of 33
5050 children. 34
5151 4. All programs providing the orientation and training 35
5252 required under the provisions of this section shall be 36
5353 offered by a statewide association organized for the benefit 37
5454 of members of boards of education [or] and be approved by 38
5555 the state board of education. 39
