13 | 13 | | Be it enacted by the General Assembly of the State of Missouri, as follows: |

14 | 14 | | Section A. Section 162.203, RSMo, is repealed and one new 1 |
---|
15 | 15 | | section enacted in lieu thereof, to be known as section 162.203, 2 |

16 | 16 | | to read as follows:3 |

17 | 17 | | 162.203. 1. Board members initially elected or 1 |
---|
18 | 18 | | appointed under section 162.291, 162.459, 162.471, or 2 |
---|
19 | 19 | | 162.581 after August 28, 1993, in addition to the 3 |
---|
20 | 20 | | qualifications prescribed in those sections, shall 4 |
---|
21 | 21 | | successfully complete orientation and training requireme nts 5 |
---|
22 | 22 | | within one year of the date of the election or appointment. 6 |
---|
23 | 23 | | The orientation and training shall consist of at least 7 |
---|
24 | 24 | | eighteen hours and thirty minutes with the cost of such 8 |
---|
25 | 25 | | training to be paid by the district. 9 |
---|
26 | 26 | | 2. The orientation and training r equired under 10 |
---|
27 | 27 | | subsection 1 of this section shall include two hours and 11 |
---|
28 | 28 | | thirty minutes of training that provides up -to-date and 12 |
---|
29 | 29 | | reliable information on identifying signs of sexual abuse in 13 |
---|
30 | 30 | | children and danger signals of potentially abusive 14 |
---|
31 | 31 | | relationships between children and adults. The training 15 |
---|
32 | 32 | | shall emphasize how to establish an atmosphere of trust so 16 |
---|
33 | 33 | | that students feel their school has concerned adults with 17 |
---|
34 | 34 | | whom students can feel comfortable discussing matters 18 SB 642 2 |

35 | 35 | | related to abuse. If, before August 28, 2019, a board 19 |
---|
36 | 36 | | member completed the orientation and training requirements 20 |
---|
37 | 37 | | of this section as they existed before August 28, 2019, the 21 |
---|
38 | 38 | | board member shall not be required to complete any 22 |
---|
39 | 39 | | additional training other than the refresher training 23 |
---|
40 | 40 | | described in subsection 3 of this section. 24 |

41 | 41 | | 3. Any school board member serving a term as of August 25 |
---|
42 | 42 | | 28, 2019, or elected or appointed after August 28, 2019, 26 |
---|
43 | 43 | | shall complete at least one hour of refresher training each 27 |
---|
44 | 44 | | year of any term in office; except that, the refresher 28 |
---|
45 | 45 | | training shall not be required in the year in which the 29 |
---|
46 | 46 | | member completes the initial orientation and training under 30 |
---|
47 | 47 | | subsection 1 of this section. The refresher training shall 31 |
---|
48 | 48 | | address concepts covered in the initial training including, 32 |
---|
49 | 49 | | but not limited to, the prevention of sexual abuse of 33 |
---|
50 | 50 | | children. 34 |
---|
51 | 51 | | 4. All programs providing the orientation and training 35 |
---|
52 | 52 | | required under the provisions of this section shall be 36 |
---|
53 | 53 | | offered by a statewide association organized for the benefit 37 |
---|
54 | 54 | | of members of boards of education [or] and be approved by 38 |
---|
55 | 55 | | the state board of education. 39 |
