11 | 11 | | Be it enacted by the General Assembly of the State of Missouri, as follows: |

12 | 12 | | Section A. Chapter 226, RSMo, is amended by addin g thereto 1 |
---|
13 | 13 | | one new section, to be known as section 226.1250, to read as 2 |
---|
14 | 14 | | follows:3 |

15 | 15 | | 226.1250. 1. This section shall be known and may be 1 |
---|
16 | 16 | | cited as the "Alexander Whalen Safe Highways Act". 2 |
---|
17 | 17 | | 2. As used in this section, the term "wrong -way 3 |
---|
18 | 18 | | vehicle detection system" or "WWVDS" means a system 4 |
---|
19 | 19 | | consisting of radar sensors and thermal cameras for vehicle 5 |
---|
20 | 20 | | detection, wrong-way and do not enter signs enhanced with 6 |
---|
21 | 21 | | light-emitting diodes, and real -time alerts to department 7 |
---|
22 | 22 | | traffic management centers and la w enforcement. 8 |
---|
23 | 23 | | 3. The department of transportation shall implement 9 |
---|
24 | 24 | | WWVDSs beginning no later than March 1, 2026. The 10 |
---|
25 | 25 | | department shall prioritize the installation of WWVDSs at 11 |
---|
26 | 26 | | high-risk highway interchanges, beginning with: 12 |
---|
27 | 27 | | (1) The intersection of westbound Interstate 64 and 13 |
---|
28 | 28 | | Jefferson Avenue; and 14 |
---|
29 | 29 | | (2) Other interchanges identified by the department 15 |
---|
30 | 30 | | through crash and traffic data as being prone to wrong -way 16 |
---|

32 | 32 | | 4. WWVDSs shall be integrated with dynamic message 18 |
---|
33 | 33 | | signs to allow warnings to be displayed to other drivers in 19 |
---|
34 | 34 | | the area. 20 |
---|
35 | 35 | | 5. The department shall develop a system to 21 |
---|
36 | 36 | | automatically notify emergency responders upon detection of 22 |
---|
37 | 37 | | a wrong-way driver. 23 |
---|
38 | 38 | | 6. The department shall perform a statewide 24 |
---|
39 | 39 | | educational campaign to inform drivers about wrong -way 25 |
---|
40 | 40 | | driving risks and safety measures. 26 |
---|
41 | 41 | | 7. Beginning December 31, 2026, and annually 27 |
---|
42 | 42 | | thereafter, the department shall provide to the general 28 |
---|
43 | 43 | | assembly, and shall present to the joint committee on 29 |
---|
44 | 44 | | transportation oversight at its first scheduled meeting of 30 |
---|
45 | 45 | | each year, a report on the implementation and effectiveness 31 |
---|
46 | 46 | | of WWVDSs, which shall include: 32 |
---|
47 | 47 | | (1) The number and locations of systems currently 33 |
---|
48 | 48 | | implemented; 34 |
---|
49 | 49 | | (2) The number and locations of systems pl anned to be 35 |
---|
50 | 50 | | implemented, with an anticipated date of implementation; 36 |
---|
51 | 51 | | (3) The effect on wrong-way driving incidents and 37 |
---|
52 | 52 | | fatalities; 38 |
---|
53 | 53 | | (4) The cost-effectiveness of implemented systems; and 39 |
---|
54 | 54 | | (5) Any adjustments to implementation strategies t o be 40 |
---|
55 | 55 | | made based on these or other factors. 41 |
