88 To amend chapter 226, RSMo, by adding thereto one new section relating to wrong-way vehicle

1111 Be it enacted by the General Assembly of the State of Missouri, as follows:
1212 Section A. Chapter 226, RSMo, is amended by addin g thereto 1
1313 one new section, to be known as section 226.1250, to read as 2
1414 follows:3
1515 226.1250. 1. This section shall be known and may be 1
1616 cited as the "Alexander Whalen Safe Highways Act". 2
1717 2. As used in this section, the term "wrong -way 3
1818 vehicle detection system" or "WWVDS" means a system 4
1919 consisting of radar sensors and thermal cameras for vehicle 5
2020 detection, wrong-way and do not enter signs enhanced with 6
2121 light-emitting diodes, and real -time alerts to department 7
2222 traffic management centers and la w enforcement. 8
2323 3. The department of transportation shall implement 9
2424 WWVDSs beginning no later than March 1, 2026. The 10
2525 department shall prioritize the installation of WWVDSs at 11
2626 high-risk highway interchanges, beginning with: 12
2727 (1) The intersection of westbound Interstate 64 and 13
2828 Jefferson Avenue; and 14
2929 (2) Other interchanges identified by the department 15
3030 through crash and traffic data as being prone to wrong -way 16

3232 4. WWVDSs shall be integrated with dynamic message 18
3333 signs to allow warnings to be displayed to other drivers in 19
3434 the area. 20
3535 5. The department shall develop a system to 21
3636 automatically notify emergency responders upon detection of 22
3737 a wrong-way driver. 23
3838 6. The department shall perform a statewide 24
3939 educational campaign to inform drivers about wrong -way 25
4040 driving risks and safety measures. 26
4141 7. Beginning December 31, 2026, and annually 27
4242 thereafter, the department shall provide to the general 28
4343 assembly, and shall present to the joint committee on 29
4444 transportation oversight at its first scheduled meeting of 30
4545 each year, a report on the implementation and effectiveness 31
4646 of WWVDSs, which shall include: 32
4747 (1) The number and locations of systems currently 33
4848 implemented; 34
4949 (2) The number and locations of systems pl anned to be 35
5050 implemented, with an anticipated date of implementation; 36
5151 (3) The effect on wrong-way driving incidents and 37
5252 fatalities; 38
5353 (4) The cost-effectiveness of implemented systems; and 39
5454 (5) Any adjustments to implementation strategies t o be 40
5555 made based on these or other factors. 41
