88 To amend chapter 324, RSMo, by adding thereto one new section relating to the issuance of
99 professional licenses to certain individuals.

1111 Be it enacted by the General Assembly of the State of Missouri, as follows:
1212 Section A. Chapter 324, R SMo, is amended by adding thereto 1
1313 one new section, to be known as section 324.1173, to read as 2
1414 follows:3
1515 324.1173. 1. Notwithstanding any other provision of 1
1616 law to the contrary, for purposes of obtaining a 2
1717 professional or occupational license, a p erson has 3
1818 demonstrated lawful presence and is eligible to obtain a 4
1919 professional or occupational license if the person submits: 5
2020 (1) An unexpired employment authorization document 6
2121 issued by the United States Department of Homeland Security, 7
2222 Form I-766; and 8
2323 (2) Documentation issued by the United States 9
2424 Department of Homeland Security, the United States 10
2525 Citizenship and Immigration Services, or any other federal 11
2626 agency, including a Form I -797 used by the United States 12
2727 Citizenship and Immigrat ion Services, demonstrating that 13
2828 such person is described in Section 202(c)(2)(B)(i) through 14
2929 (ix) of the federal REAL ID Act of 2005, P.L. 109 -13. 15
3030 2. A professional or occupational license issued to a 16
3131 person eligible pursuant to subsection 1 of th is section 17 SB 738 2
3232 shall be valid only for the period of time during which such 18
3333 person's employment authorization document is valid. 19
3434 3. Nothing in this section shall affect the 20
3535 requirements to obtain a professional or occupational 21
3636 license that are unrela ted to the lawful presence 22
3737 requirements demonstrated pursuant to this section. 23
3838 4. Nothing in this section shall be construed to grant 24
3939 eligibility for any public benefits other than obtaining a 25
4040 professional or occupational license. 26
4141 5. Any person who has complied with the requirements 27
4242 of this section shall have his or her employment 28
4343 authorization document verified through the Systematic Alien 29
4444 Verification for Entitlements Program operated by the United 30
4545 States Department of Homeland Security or an equivalent 31
4646 program designated by the United States Department of 32
4747 Homeland Security. 33
4848 6. The general assembly enacts this section pursuant 34
4949 to the authority provided in 8 U.S.C. Section 1621(d), as 35
5050 such section existed on August 28, 2025. 36
