10	10	To repeal section 42.300, RSMo, and to enact in lieu thereof one new section relating to the
11	11	distribution of certain funds for memorials and museums dedicated to veterans.

13	13	Be it enacted by the General Assembly of the State of Missouri, as follows:
14	14	Section A. Section 42.300, RSMo, is repealed and one new 1
15	15	section enacted in lieu thereof, to be known as section 42.300, 2
16	16	to read as follows:3
17	17	42.300. 1. There is hereby created in the state 1
18	18	treasury the "Veterans Commission Capital Improvement Trust 2
19	19	Fund" which shall consist of money collected under section 3
20	20	313.835. The state treasurer shall administer the veterans 4
21	21	commission capital improvement trust fund, and the moneys in 5
22	22	such fund shall be used solely, upon appropriation, by the 6
23	23	Missouri veterans commission for: 7
24	24	(1) The construction, maintenance or renovation or 8
25	25	equipment needs of veterans' homes in thi s state; 9
26	26	(2) The construction, maintenance, renovation, 10
27	27	equipment needs and operation of veterans' cemeteries in 11
28	28	this state; 12
29	29	(3) Fund transfers to Missouri veterans' homes fund 13
30	30	established under the provisions of section 42.121, as 14
31	31	necessary to maintain solvency of the fund; 15
32	32	(4) Fund transfers to any municipality with a 16
33	33	population greater than four hundred thousand and located in 17
34	34	part of a county with a population greater than six hundred 18 SB 745 2
35	35	thousand in this state which has established a fund for the 19
36	36	sole purpose of the restoration, renovation , and maintenance 20
37	37	of a memorial or museum or both dedicated to World War I. 21
38	38	Appropriations from the veterans commission capital 22
39	39	improvement trust fund to such memorial fund shall be 23
40	40	provided only as a one-time match for other funds devoted to 24
41	41	the project and shall not exceed five million dollars. 25
42	42	Additional appropriations not to exceed ten million dollars 26
43	43	total may be made from the veterans commission capital 27
44	44	improvement trust fund as a m atch to other funds for the new 28
45	45	construction or renovation of other facilities dedicated as 29
46	46	veterans' memorials in the state. All appropriations for 30
47	47	renovation, new construction, reconstruction, and 31
48	48	maintenance of veterans' memorials shall be made onl y for 32
49	49	applications received by the Missouri veterans commission 33
50	50	prior to July 1, 2004; 34
51	51	(5) The issuance of matching fund grants for veterans' 35
52	52	service officer programs to any federally chartered 36
53	53	veterans' organization or municipal government agenc y that 37
54	54	is certified by the Veterans Administration to process 38
55	55	veteran claims within the Veterans Administration System; 39
56	56	provided that such veterans' organization has maintained a 40
57	57	veterans' service officer presence within the state of 41
58	58	Missouri for the three-year period immediately preceding the 42
59	59	issuance of any such grant. A total of one million five 43
60	60	hundred thousand dollars in grants shall be made available 44
61	61	annually for service officers and joint training and 45
62	62	outreach between veterans' service orga nizations and the 46
63	63	Missouri veterans commission with grants being issued in 47
64	64	July of each year. Application for the matching grants 48
65	65	shall be made through and approved by the Missouri veterans 49 SB 745 3
66	66	commission based on the requirements established by the 50
67	67	commission; 51
68	68	(6) For payment of Missouri National Guard and 52
69	69	Missouri veterans commission expenses associated with 53
70	70	providing medals, medallions and certificates in recognition 54
71	71	of service in the Armed Forces of the United States during 55
72	72	World War II, the Korean Conflict, and the Vietnam War under 56
73	73	sections 42.170 to 42.226. Any funds remaining from the 57
74	74	medals, medallions and certificates shall not be transferred 58
75	75	to any other fund and shall only be utilized for the 59
76	76	awarding of future medals, medallions , and certificates in 60
77	77	recognition of service in the Armed Forces; 61
78	78	(7) Fund transfers totaling ten million dollars to any 62
79	79	municipality with a population greater than three hundred 63
80	80	fifty thousand inhabitants and located in part in a county 64
81	81	with a population greater than six hundred thousand 65
82	82	inhabitants and with a charter form of government, for the 66
83	83	sole purpose of the construction, restoration, renovation , 67
84	84	and maintenance of a memorial or museum or both dedicated to 68
85	85	World War I; [and] 69
86	86	(8) Fund transfers totaling no more than five hundred 70
87	87	thousand dollars to any county with more than seventeen 71
88	88	thousand six hundred but fewer than nineteen thousand 72
89	89	inhabitants and with a county seat with more than eight 73
90	90	thousand but fewer than ten thousand inhabitants, for the 74
91	91	sole purpose of the restoration, renovation, and maintenance 75
92	92	of a memorial or museum or both dedicated to Missouri and 76
93	93	United States veterans and their service; and 77
94	94	(9) The administration of the Missouri veterans 78
95	95	commission. 79
96	96	2. Any interest which accrues to the fund shall remain 80
97	97	in the fund and shall be used in the same manner as moneys 81 SB 745 4
98	98	which are transferred to the fund under this section. 82
99	99	Notwithstanding the provisions of section 33.080 to the 83
100	100	contrary, moneys in the veterans commission capital 84
101	101	improvement trust fund at the end of any biennium shall not 85
102	102	be transferred to the credit of the general revenue fund. 86
103	103	3. Upon request by the veterans commission, the 87
104	104	general assembly may appropriate moneys from the veterans 88
105	105	commission capital improvement trust fund to the Missouri 89
106	106	National Guard trust fund to support the activities 90
107	107	described in section 41.958. 91
