| 11 | 11 | | Be it enacted by the General Assembly of the State of Missouri, as follows: |
|---|
| 12 | 12 | | Section A. Chapter 311, R SMo, is amended by adding thereto 1 |
|---|
| 13 | 13 | | one new section, to be known as section 311.2026, to read as 2 |
|---|
| 14 | 14 | | follows:3 |
|---|
| 15 | 15 | | 311.2026. 1. For the purposes of this section, the 1 |
|---|
| 16 | 16 | | term "FIFA World Cup Tournament" means the international 2 |
|---|
| 17 | 17 | | soccer tournament that takes place every four years and is 3 |
|---|
| 18 | 18 | | organized by the Federation Internationale de Football 4 |
|---|
| 19 | 19 | | Association. 5 |
|---|
| 20 | 20 | | 2. Notwithstanding any other provisions of this 6 |
|---|
| 21 | 21 | | chapter to the contrary, any person or establishment 7 |
|---|
| 22 | 22 | | possessing the qualifications and meeting the requir ements 8 |
|---|
| 23 | 23 | | of this chapter that is licensed to sell intoxicating liquor 9 |
|---|
| 24 | 24 | | by the drink at retail for consumption on the premises in 10 |
|---|
| 25 | 25 | | any city, county, district, or other political subdivision 11 |
|---|
| 26 | 26 | | in this state may, for the duration of the 2026 FIFA World 12 |
|---|
| 27 | 27 | | Cup Tournament, beginning on June 11, 2026, through July 19, 13 |
|---|
| 28 | 28 | | 2026, operate twenty -four hours a day and sell, serve, and 14 |
|---|
| 29 | 29 | | allow for the consumption of alcoholic beverages between the 15 |
|---|
| 30 | 30 | | hours of 6:00 a.m. and 5:00 a.m. of the following day. This 16 |
|---|
| 31 | 31 | | temporary extension of service hours shall apply to all 17 |
|---|
| 32 | 32 | | licensed areas at a licensed establishment. The provisions 18 SB 752 2 |

| 33 | 33 | | of this chapter relating to hours of operation, time of 19 |
|---|
| 34 | 34 | | closing or opening, or hours of sale of intoxicating liquor 20 |
|---|
| 35 | 35 | | by the drink at retail for consumptio n on the premises shall 21 |
|---|
| 36 | 36 | | not apply to such licensees for the duration of this 22 |
|---|
| 37 | 37 | | temporary extension, except as provided under this section. 23 |
|---|
| 38 | 38 | | 3. Licensees are not required to apply to the 24 |
|---|
| 39 | 39 | | commission for approval and no special temporary license or 25 |
|---|
| 40 | 40 | | permit shall be required of any licensee for the purposes of 26 |
|---|
| 41 | 41 | | this temporary extension, subject to any local restrictions 27 |
|---|
| 42 | 42 | | on hours of operation as provided under subsection 4 of this 28 |
|---|
| 43 | 43 | | section or additional conditions for compliance under any 29 |
|---|
| 44 | 44 | | applicable local laws, ordinances, rules, or regulations. 30 |
|---|
| 45 | 45 | | 4. If any city, county, district, or other political 31 |
|---|
| 46 | 46 | | subdivision in this state objects to the extension of hours 32 |
|---|
| 47 | 47 | | for licensees within its jurisdiction, the governing body of 33 |
|---|
| 48 | 48 | | such political subdivision may exempt itself by ordinance 34 |
|---|
| 49 | 49 | | from the provisions of this section or may modify by 35 |
|---|
| 50 | 50 | | ordinance the hours applicable to such political subdivision 36 |
|---|
| 51 | 51 | | for the temporary period allowed by this section to be not 37 |
|---|
| 52 | 52 | | less than the ordinary permissible hours of service 38 |
|---|
| 53 | 53 | | applicable to such political subdivision but not to exceed 39 |
|---|
| 54 | 54 | | the hours allowed under this section. 40 |
|---|
| 55 | 55 | | 5. This section shall expire on July 20, 2026. 41 |
