88 To amend chapter 311, RSMo, by adding thereto one new section relating to a temporary extension

1111 Be it enacted by the General Assembly of the State of Missouri, as follows:
1212 Section A. Chapter 311, R SMo, is amended by adding thereto 1
1313 one new section, to be known as section 311.2026, to read as 2
1414 follows:3
1515 311.2026. 1. For the purposes of this section, the 1
1616 term "FIFA World Cup Tournament" means the international 2
1717 soccer tournament that takes place every four years and is 3
1818 organized by the Federation Internationale de Football 4
1919 Association. 5
2020 2. Notwithstanding any other provisions of this 6
2121 chapter to the contrary, any person or establishment 7
2222 possessing the qualifications and meeting the requir ements 8
2323 of this chapter that is licensed to sell intoxicating liquor 9
2424 by the drink at retail for consumption on the premises in 10
2525 any city, county, district, or other political subdivision 11
2626 in this state may, for the duration of the 2026 FIFA World 12
2727 Cup Tournament, beginning on June 11, 2026, through July 19, 13
2828 2026, operate twenty -four hours a day and sell, serve, and 14
2929 allow for the consumption of alcoholic beverages between the 15
3030 hours of 6:00 a.m. and 5:00 a.m. of the following day. This 16
3131 temporary extension of service hours shall apply to all 17
3232 licensed areas at a licensed establishment. The provisions 18 SB 752 2
3333 of this chapter relating to hours of operation, time of 19
3434 closing or opening, or hours of sale of intoxicating liquor 20
3535 by the drink at retail for consumptio n on the premises shall 21
3636 not apply to such licensees for the duration of this 22
3737 temporary extension, except as provided under this section. 23
3838 3. Licensees are not required to apply to the 24
3939 commission for approval and no special temporary license or 25
4040 permit shall be required of any licensee for the purposes of 26
4141 this temporary extension, subject to any local restrictions 27
4242 on hours of operation as provided under subsection 4 of this 28
4343 section or additional conditions for compliance under any 29
4444 applicable local laws, ordinances, rules, or regulations. 30
4545 4. If any city, county, district, or other political 31
4646 subdivision in this state objects to the extension of hours 32
4747 for licensees within its jurisdiction, the governing body of 33
4848 such political subdivision may exempt itself by ordinance 34
4949 from the provisions of this section or may modify by 35
5050 ordinance the hours applicable to such political subdivision 36
5151 for the temporary period allowed by this section to be not 37
5252 less than the ordinary permissible hours of service 38
5353 applicable to such political subdivision but not to exceed 39
5454 the hours allowed under this section. 40
5555 5. This section shall expire on July 20, 2026. 41
