| 10 | 10 | | To repeal sections 251.032 and 251.034, RSMo, and to enact in lieu thereof two new sections |

| 13 | 13 | | Be it enacted by the General Assembly of the State of Missouri, as follows: |
|---|
| 14 | 14 | | Section A. Sections 251.032 and 251.034, RSMo, are 1 |
|---|
| 15 | 15 | | repealed and two new sections enacted in lieu thereof, to be 2 |
|---|
| 16 | 16 | | known as sections 251.032 and 251.034, to read as follows:3 |
|---|
| 17 | 17 | | 251.032. The governor may authorize the department of 1 |
|---|
| 18 | 18 | | economic development to make payments annually to the 2 |
|---|
| 19 | 19 | | various legally created regional planning commissions, 3 |
|---|
| 20 | 20 | | including East-West Gateway Coordinating Council and Mid - 4 |
|---|
| 21 | 21 | | America Regional Council, from state funds appropriated for 5 |
|---|
| 22 | 22 | | that purpose. Payments shall be scheduled as nearly as 6 |
|---|
| 23 | 23 | | possible to be made on the first day of July of each fiscal 7 |
|---|
| 24 | 24 | | year. [No such moneys shall be paid to any council or 8 |
|---|
| 25 | 25 | | commission which promotes or advoc ates the construction of a 9 |
|---|
| 26 | 26 | | major airport facility in Illinois. ] 10 |

| 27 | 27 | | 251.034. Payments made under sections 251.032 to 1 |
|---|
| 28 | 28 | | 251.038 to the various regional planning commissions shall 2 |
|---|
| 29 | 29 | | be distributed on a matching basis of one -half state funds 3 |
|---|
| 30 | 30 | | for one-half of local funds. No payment shall be made to 4 |
|---|
| 31 | 31 | | any regional planning commission pursuant to sections 5 |
|---|
| 32 | 32 | | 251.032 to 251.038 whose representation is not substantially 6 |
|---|
| 33 | 33 | | based on proportional representation based on the population 7 |
|---|
| 34 | 34 | | of each member jurisdiction, provided that each member 8 SB 797 2 |

| 35 | 35 | | jurisdiction shall have at least one vote. No local unit 9 |
|---|
| 36 | 36 | | shall receive any payment without providing the matching 10 |
|---|
| 37 | 37 | | funds required. The state funds so allocated shall not 11 |

| 38 | 38 | | exceed the sum of sixty -five thousand dollars for the East- 12 |
|---|
| 39 | 39 | | West Gateway Coordinating Council and for the Mid -America 13 |

| 40 | 40 | | Regional Council. The remaining allocated state funds shall 14 |

| 41 | 41 | | not exceed the sum of twenty -five thousand dollars for each 15 |
