88 To amend chapter 188, RSMo, by adding thereto one new section relating to health care.

1010 Be it enacted by the General Assembly of the State of Missouri, as follows:
1111 Section A. Chapter 188, RSMo, is amended by adding thereto 1
1212 one new section, to be known as section 188.034, to read as 2
1313 follows:3
1414 188.034. 1. Except in the case of a medical 1
1515 emergency, no person shall knowingly perform, induce, or 2
1616 attempt to perform or induce an abortion on another using 3
1717 mifepristone, or knowingly provide th e means for another 4
1818 person to undergo an abortion by using mifepristone, without 5
1919 also providing a legible, written notice to the person 6
2020 considering the abortion that is approved by the department 7
2121 of health and senior services and that reads substantial ly 8
2222 as follows: 9
2323 NOTICE TO PERSONS HAVING DRUG -INDUCED OR 10
2424 CHEMICAL ABORTIONS THAT USE MIFEPRISTONE: 11
2525 Mifepristone (also known as Mifeprex and by 12
2626 other names) used alone will not always induce 13
2727 an abortion. It may be possible to reverse its 14
2828 intended effect so that your unborn child can be 15
2929 born alive if the second pill or tablet has not 16
3030 been taken or administered. If you change your 17
3131 mind and want to try to keep your baby, you can 18
3232 get immediate help by accessing available 19 SB 803 2
3333 resources, including through 20
3434 www.abortionpillreversal.com, or you can contact 21
3535 (877) 558-0333 for assistance in locating a 22
3636 medical professional who can aid in the reversal 23
3737 of an abortion. 24
3838 2. The department of health and senior services shall 25
3939 cause to be published in state -prepared printed material and 26
4040 on a state-prepared and state-maintained website the 27
4141 following statement on informed consent for abortion: 28
4242 Information on the ability of qualified medical 29
4343 professionals to potentially reverse the effects 30
4444 of an abortion obtained through the use of 31
4545 abortion-inducing drugs or chemicals is 32
4646 available at www.abortionpillreversal.com, or 33
4747 you can contact (877) 558 -0333 for assistance in 34
4848 locating a medical professional who can aid in 35
4949 the reversal of an abortion. 36
5050 3. The department of elementary and secondary 37
5151 education and the department of higher education and 38
5252 workforce development, working with the department of health 39
5353 and senior services, shall develop a public awareness sign 40
5454 that is consistent with subsection 2 of thi s section and 41
5555 that shall be displayed in every restroom in secondary 42
5656 schools and institutions of higher education in this state. 43
5757 The required public awareness sign shall be at least 8.5 44
5858 inches by 11 inches in size, be printed in at least 16 -point 45
5959 font, and shall be in both English and Spanish. 46
6060 4. On an annual basis, the department of elementary 47
6161 and secondary education and the department of higher 48
6262 education and workforce development, working with the 49
6363 department of health and senior services, s hall review and, 50 SB 803 3
6464 if necessary, update the information required under 51
6565 subsection 3 of this section. 52
6666 5. Hospital emergency rooms shall display a public 53
6767 awareness sign developed by the department of health and 54
6868 senior services that is consistent with subsection 2 of this 55
6969 section in waiting areas and patient facilities. The 56
7070 required public awareness sign shall be at least 8.5 inches 57
7171 by 11 inches in size, be printed in at least 16 -point font, 58
7272 and state substantially the following in English and Spa nish: 59

8181 6. On an annual basis, the department of health and 68
8282 senior services shall review and, if necessary, update the 69
8383 information required under su bsections 1, 2, and 7 of this 70
8484 section. 71
8585 7. The department of health and senior services shall 72
8686 direct all hospital emergency rooms to display a sign in 73
8787 waiting areas and patient facilities that is at least 8.5 74
8888 inches by 11 inches in size, is printe d in at least 16-point 75
8989 font, and states substantially the following in English and 76
9090 Spanish: 77
9191 If you have had an abortion, including if you 78
9292 have taken abortion pills obtained online, 79
9393 please tell your health care provider so that 80
9494 your medical treatment c an be as effective as 81

9696 8. The department of health and senior services may 83
9797 promulgate all necessary rules and regulations for the 84
9898 administration of this section. Any rule or portion of a 85
9999 rule, as that term is defined in section 536.010, that is 86
100100 created under the authority delegated in this section shall 87
101101 become effective only if it complies with and is subject to 88
102102 all of the provisions of chapter 536 and, if applicable, 89
103103 section 536.028. This section and chapter 536 are 90
104104 nonseverable and if any of the powers vested with the 91
105105 general assembly pursuant to chapter 536 to review, to delay 92
106106 the effective date, or to disapprove and annul a rule are 93
107107 subsequently held unconstitutional, then the grant of 94
108108 rulemaking authority and any rule propo sed or adopted after 95
109109 August 28, 2025, shall be invalid and void. 96
