33 SENATE CONCURRENT RESOLUTION NO. 5
44 Whereas, American farmers and ranchers raise the best
55 meat in the world; and
66 Whereas, Americans should have the right to knowingly
77 buy made-in-America products; and
88 Whereas, American farmers, ranchers, workers, and
99 consumers benefit from transparency on the origins of their
1010 food; and
1111 Whereas, consumers have repeatedly and overwhelmingly
1212 expressed their support for country of origin labeling of
1313 food products in the United States; and
1414 Whereas, in 2008, the United States Congress
1515 overwhelmingly passed mandatory country of origin labeling
1616 for muscle cuts and ground meat sold at reta il, requiring
1717 meat produced from imported livestock or imported boxed meat
1818 to bear a different label from meat produced from United
1919 States born, raised, and slaughtered livestock; and
2020 Whereas, trade groups and the organizations
2121 representing multinational meat packers worked predominantly
2222 with Canada, as well as Mexico, to bring a World Trade
2323 Organization case against the United States for the removal
2424 of the country of origin labeling requirements; and
2525 Whereas, in 2015, the United States Con gress repealed
2626 the country of origin labeling law for beef and pork,
2727 reducing the competitive advantage of products born, raised,
2828 and slaughtered in the United States; and
2929 Whereas, the United States has the highest food safety
3030 standards in the wor ld, while other countries place less
3131 emphasis on food safety; and

3333 Whereas, foreign commodities like beef and pork are
3434 misleadingly labeled "Product of the USA" if they are
3535 processed or packed in the United States; and
3636 Whereas, country of origi n labeling gives producers and
3737 consumers the ability to distinguish true American products
3838 from foreign imported meat; and
3939 Whereas, technological advancements make it possible to
4040 accurately and efficiently identify the origins of beef and
4141 pork without costly separation of imported and domestic
4242 commodities; and
4343 Whereas, country of origin labeling is good for
4444 farmers, ranchers, workers, and meat packers because it
4545 allows them to identify their products as born, raised, and
4646 slaughtered in the United States; and
4747 Whereas, the Missouri General Assembly supports
4848 American products, and consumers deserve the right to know
4949 the origins of their food:
5050 Now Therefore Be It Resolved that the members of the
5151 Missouri Senate, One Hundred Third G eneral Assembly, First
5252 Regular Session, the House of Representatives concurring
5353 therein, hereby support the right of consumers to know the
5454 origins of their food, support the use of country of origin
5555 labels, and urge the United States Congress to reinst ate
5656 mandatory country of origin labeling; and
5757 Be It Further Resolved that the Secretary of the Senate
5858 be instructed to prepare properly inscribed copies of this
5959 resolution for each member of Missouri's Congressional
6060 delegation.
