3 | 3 | | SENATE CONCURRENT RESOLUTION NO. 5 |
---|
4 | 4 | | Whereas, American farmers and ranchers raise the best |
---|
5 | 5 | | meat in the world; and |
---|
6 | 6 | | Whereas, Americans should have the right to knowingly |
---|
7 | 7 | | buy made-in-America products; and |
---|
8 | 8 | | Whereas, American farmers, ranchers, workers, and |
---|
9 | 9 | | consumers benefit from transparency on the origins of their |
---|
10 | 10 | | food; and |
---|
11 | 11 | | Whereas, consumers have repeatedly and overwhelmingly |
---|
12 | 12 | | expressed their support for country of origin labeling of |
---|
13 | 13 | | food products in the United States; and |
---|
14 | 14 | | Whereas, in 2008, the United States Congress |
---|
15 | 15 | | overwhelmingly passed mandatory country of origin labeling |
---|
16 | 16 | | for muscle cuts and ground meat sold at reta il, requiring |
---|
17 | 17 | | meat produced from imported livestock or imported boxed meat |
---|
18 | 18 | | to bear a different label from meat produced from United |
---|
19 | 19 | | States born, raised, and slaughtered livestock; and |
---|
20 | 20 | | Whereas, trade groups and the organizations |
---|
21 | 21 | | representing multinational meat packers worked predominantly |
---|
22 | 22 | | with Canada, as well as Mexico, to bring a World Trade |
---|
23 | 23 | | Organization case against the United States for the removal |
---|
24 | 24 | | of the country of origin labeling requirements; and |
---|
25 | 25 | | Whereas, in 2015, the United States Con gress repealed |
---|
26 | 26 | | the country of origin labeling law for beef and pork, |
---|
27 | 27 | | reducing the competitive advantage of products born, raised, |
---|
28 | 28 | | and slaughtered in the United States; and |
---|
29 | 29 | | Whereas, the United States has the highest food safety |
---|
30 | 30 | | standards in the wor ld, while other countries place less |
---|
31 | 31 | | emphasis on food safety; and |
---|
32 | 32 | | 2 |
---|
33 | 33 | | Whereas, foreign commodities like beef and pork are |
---|
34 | 34 | | misleadingly labeled "Product of the USA" if they are |
---|
35 | 35 | | processed or packed in the United States; and |
---|
36 | 36 | | Whereas, country of origi n labeling gives producers and |
---|
37 | 37 | | consumers the ability to distinguish true American products |
---|
38 | 38 | | from foreign imported meat; and |
---|
39 | 39 | | Whereas, technological advancements make it possible to |
---|
40 | 40 | | accurately and efficiently identify the origins of beef and |
---|
41 | 41 | | pork without costly separation of imported and domestic |
---|
42 | 42 | | commodities; and |
---|
43 | 43 | | Whereas, country of origin labeling is good for |
---|
44 | 44 | | farmers, ranchers, workers, and meat packers because it |
---|
45 | 45 | | allows them to identify their products as born, raised, and |
---|
46 | 46 | | slaughtered in the United States; and |
---|
47 | 47 | | Whereas, the Missouri General Assembly supports |
---|
48 | 48 | | American products, and consumers deserve the right to know |
---|
49 | 49 | | the origins of their food: |
---|
50 | 50 | | Now Therefore Be It Resolved that the members of the |
---|
51 | 51 | | Missouri Senate, One Hundred Third G eneral Assembly, First |
---|
52 | 52 | | Regular Session, the House of Representatives concurring |
---|
53 | 53 | | therein, hereby support the right of consumers to know the |
---|
54 | 54 | | origins of their food, support the use of country of origin |
---|
55 | 55 | | labels, and urge the United States Congress to reinst ate |
---|
56 | 56 | | mandatory country of origin labeling; and |
---|
57 | 57 | | Be It Further Resolved that the Secretary of the Senate |
---|
58 | 58 | | be instructed to prepare properly inscribed copies of this |
---|
59 | 59 | | resolution for each member of Missouri's Congressional |
---|
