88 Submitting to the qualified voters of Missouri, an amendment repealing section 13 of article I of
99 the Constitution of Missouri, and adopting one new section in lieu thereof relating to
1010 civil claims on childhood sexual abuse.

1212 Be it resolved by the Senate, the House of Representatives concurring therein:
1313 That at the next general election to be held in the 1
1414 state of Missouri, on Tuesday next following the first Monday 2
1515 in November, 2026, or at a special election to be called by 3
1616 the governor for that purpose, there is hereby submitted to 4
1717 the qualified voters of this state, for adoption or 5
1818 rejection, the following amendment to article I of the 6
1919 Constitution of the state of Missouri:7
2020 Section A. Section 13, a rticle I, Constitution of 1
2121 Missouri, is repealed and one new section adopted in lieu 2
2222 thereof, to be known as section 13, to read as follows:3
2323 Section 13. 1. That no ex post facto law, nor law 1
2424 impairing the obligation of contracts, or retrospective i n 2
2525 its operation, or making any irrevocable grant of special 3
2626 privileges or immunities, can be enacted. 4
2727 2. Retrospective laws may be enacted only as to civil 5
2828 childhood sexual abuse claims. 6
2929 Section B. Pursuant to chapter 116, and other 1
3030 applicable constitutional provisions and laws of this state 2
3131 allowing the general assembly to adopt ballot language for 3
3232 the submission of this joint resolution to the voters of 4 SJR 51 2
3333 this state, the official summary statement of this 5
3434 resolution shall be as follows: 6
3535 "Shall the Missouri Constitution be amended to 7
3636 protect children by providing that retrospective 8
3737 laws may be enacted for civil childhood sexual 9
3838 abuse claims?". 10
