JOINT RESOLUTION 
Submitting to the qualified voters of Missouri, an amendment to article IV of the Constitution of 
Missouri, by adding thereto one new section relating to agriculture. 
 
Be it resolved by the Senate, the House of Representatives concurring therein: 
     That at the next general election to be held in the 1 
state of Missouri, on Tuesday next following the first Monday 2 
in November, 2026, or at a special election to be called by 3 
the governor for that purpose, there is hereby submit ted to 4 
the qualified voters of this state, for adoption or 5 
rejection, the following amendment to article IV of the 6 
Constitution of the state of Missouri:7 
     Section A. Article IV, Constitution of Missouri, is 1 
amended by adding thereto one new s ection, to be known as 2 
section 35(a), to read as follows:3 
     Section 35(a).  1.  Any agricultural material or 1 
substance used on soil or for the purpose to kill, repel, or 2 
control pests including, but not limited to, pesticides, 3 
herbicides, fungicides , insecticides, or fertilizers; 4 
pesticide, herbicide, fungicide, insecticide, or fertilizer 5 
ingredients; and pesticide, herbicide, fungicide, 6 
insecticide, or fertilizer products originating in the 7 
People's Republic of China shall be prohibited for use in  8 
the state of Missouri. 9 
     2.  If the United States Department of Health and Human 10 
Services determines that a pesticide, herbicide, fungicide, 11   SJR 59 	2 
insecticide, or a fertilizer is known to cause cancer, the 12 
pesticide, herbicide, fungicide, insecticide, or a  13 
fertilizer shall have an inconspicuous label placed on the 14 
front of the packaging.  The label shall have a bold, 16 to 15 
18 point font, and the label shall read: "may cause cancer". 16
