88 Submitting to the qualified voters of Missouri, an amendment to article IV of the Constitution of
99 Missouri, by adding thereto one new section relating to agriculture.

1111 Be it resolved by the Senate, the House of Representatives concurring therein:
1212 That at the next general election to be held in the 1
1313 state of Missouri, on Tuesday next following the first Monday 2
1414 in November, 2026, or at a special election to be called by 3
1515 the governor for that purpose, there is hereby submit ted to 4
1616 the qualified voters of this state, for adoption or 5
1717 rejection, the following amendment to article IV of the 6
1818 Constitution of the state of Missouri:7
1919 Section A. Article IV, Constitution of Missouri, is 1
2020 amended by adding thereto one new s ection, to be known as 2
2121 section 35(a), to read as follows:3
2222 Section 35(a). 1. Any agricultural material or 1
2323 substance used on soil or for the purpose to kill, repel, or 2
2424 control pests including, but not limited to, pesticides, 3
2525 herbicides, fungicides , insecticides, or fertilizers; 4
2626 pesticide, herbicide, fungicide, insecticide, or fertilizer 5
2727 ingredients; and pesticide, herbicide, fungicide, 6
2828 insecticide, or fertilizer products originating in the 7
2929 People's Republic of China shall be prohibited for use in 8
3030 the state of Missouri. 9
3131 2. If the United States Department of Health and Human 10
3232 Services determines that a pesticide, herbicide, fungicide, 11 SJR 59 2
3333 insecticide, or a fertilizer is known to cause cancer, the 12
3434 pesticide, herbicide, fungicide, insecticide, or a 13
3535 fertilizer shall have an inconspicuous label placed on the 14
3636 front of the packaging. The label shall have a bold, 16 to 15
3737 18 point font, and the label shall read: "may cause cancer". 16
