| 9 | 9 | | Referrals of bills and appointments to committee shall be |

| 10 | 10 | | made by the president pro tem . The referral of a bill to a |

| 11 | 11 | | committee by the president pro tem shall be made to a |
|---|
| 12 | 12 | | committee designated by the sponsor of the bill ; and no bill |
|---|
| 13 | 13 | | shall be considered for final passage unless it has been |
|---|
| 14 | 14 | | reported on by a committee and printed for the use of the |
|---|
| 15 | 15 | | senators. A report of all bills recommended "do pass" by a |
|---|
| 16 | 16 | | committee shall be submitted to the senate by the chairman |
|---|
| 17 | 17 | | and all committee amendments accompanying the report shall |
|---|
| 18 | 18 | | be printed in the Journal. |

| 19 | 19 | | After a bill has been referred to a committee, one -third of |
|---|
| 20 | 20 | | the senators elected has the power to relieve a committee of |
|---|
| 21 | 21 | | further consideration of a bill and place it on the calendar |
|---|
| 22 | 22 | | for consideration. In any case where a committee has been |
|---|
| 23 | 23 | | relieved of further consideration of a bill as herein |
|---|
| 24 | 24 | | provided, a majority of the senators present but not less |
|---|
| 25 | 25 | | than one-third of the senators elected, ma y, at any time |

| 26 | 26 | | before final passage thereof, again refer the bill to the |
|---|
| 27 | 27 | | same or some other committee for consideration. No bill or |
|---|
| 28 | 28 | | resolution shall be reported adversely by any committee |

| 29 | 29 | | until the author of the bill or resolution has been given an |

| 30 | 30 | | opportunity to appear and be heard before the committee to |
|---|
| 31 | 31 | | which it is referred. |

| 32 | 32 | | One-third of the senators elected may relieve a committee of |

| 33 | 33 | | an appointment and a motion to grant advice and consent of |

| 34 | 34 | | the Senate to that appointment is then in order upon a vote |
