44 NOTICE OF PROPOSED RULE CHANGE
55 BE IT RESOLVED by the Senate of the One Hundred Third
66 General Assembly, First Regular Session, that Senate
77 Rule 50 be amended to read as follows:

99 Referrals of bills and appointments to committee shall be
1010 made by the president pro tem; and no bill shall be
1111 considered for final passage unless it has been reported on
1212 by a committee and pr inted for the use of the senators. The
1313 chair of each committee shall be authorized to report, and
1414 the president pro tem shall receive, no more than three
1515 bills deemed reportable by the chair of the committee when
1616 the senate is on the order of business of reports of
1717 standing committees. The president pro tem may receive
1818 additional bills beyond the three that the chair is
1919 authorized to report at his or her discretion. A report of
2020 all bills recommended "do pass" by a committee shall be
2121 submitted to the senate by the chairman and all committee
2222 amendments accompanying the report shall be printed in the
2323 Journal.
2424 After a bill has been referred to a committee, one -third of
2525 the senators elected has the power to relieve a committee of
2626 further consideration of a bill and place it on the calendar
2727 for consideration. In any case where a committee has been
2828 relieved of further consideration of a bill as herein
2929 provided, a majority of the senators present but not less
3030 than one-third of the senators elected , may, at any time
3131 before final passage thereof, again refer the bill to the
3232 same or some other committee for consideration. No bill or
3333 resolution shall be reported adversely by any committee
3434 until the author of the bill or resolution has been given a n

3636 opportunity to appear and be heard before the committee to
3737 which it is referred.
3838 One-third of the senators elected may relieve a committee of
3939 an appointment and a motion to grant advice and consent of
4040 the Senate to that appointment is then in order u pon a vote
4141 of the majority of the Senate.
