| 9 | 9 | | Referrals of bills and appointments to committee shall be |

| 10 | 10 | | made by the president pro tem; and no bill shall be |

| 11 | 11 | | considered for final passage unless it has been reported on |

| 12 | 12 | | by a committee and pr inted for the use of the senators. The |
|---|
| 13 | 13 | | chair of each committee shall be authorized to report, and |
|---|
| 14 | 14 | | the president pro tem shall receive, no more than three |
|---|
| 15 | 15 | | bills deemed reportable by the chair of the committee when |
|---|
| 16 | 16 | | the senate is on the order of business of reports of |
|---|
| 17 | 17 | | standing committees. The president pro tem may receive |
|---|
| 18 | 18 | | additional bills beyond the three that the chair is |
|---|
| 19 | 19 | | authorized to report at his or her discretion. A report of |
|---|
| 20 | 20 | | all bills recommended "do pass" by a committee shall be |
|---|
| 21 | 21 | | submitted to the senate by the chairman and all committee |
|---|
| 22 | 22 | | amendments accompanying the report shall be printed in the |
|---|
| 23 | 23 | | Journal. |

| 24 | 24 | | After a bill has been referred to a committee, one -third of |
|---|
| 25 | 25 | | the senators elected has the power to relieve a committee of |
|---|
| 26 | 26 | | further consideration of a bill and place it on the calendar |

| 27 | 27 | | for consideration. In any case where a committee has been |

| 28 | 28 | | relieved of further consideration of a bill as herein |

| 29 | 29 | | provided, a majority of the senators present but not less |
