An Act To Amend Section 27-7-15, Mississippi Code Of 1972, To Exclude Forgiven, Cancelled Or Discharged Federal Student Loan Debt Under The Public Service Loan Forgiveness Program From The Definition Of "gross Income" For State Income Tax Purposes; And For Related Purposes.

An Act To Require The Mississippi Department Of Environmental Quality To Establish A List Of Certain Toxic Air Pollutants And Contaminants That May Cause The Public, Especially Infants And Children, To Be Susceptible To Illness; To Require The Department To Review And Revise Any Control Measures Adopted For The Toxic Air Pollutants And Contaminants Identified On Such List Within Two Years Of The Establishment Of The List; To Require The Department To Prepare A Report On The Need For Rules Or Regulations For Up To Five Of Those Toxic Air Pollutants And Contaminants For Which No Control Measures Have Been Previously Adopted Within Three Years Of The Establishment Of Such List; To Require The Department To Adopt Within That Same Three-year Timeframe Any New Control Measures To Reduce Exposure To Those Toxic Air Pollutants And Contaminants To Protect Public Health, Particularly The Health Of Infants And Children; To Require The Department To Annually Evaluate At Least Fifteen Toxic Air Pollutants And Contaminants Identified Or Designated By The Department And Provide Threshold Exposure Levels And Non-threshold Health Values For Those Toxic Air Pollutants And Contaminants; To Require The Department To Prepare A Report On The Need For Regulations For Up To Five Of The Toxic Air Pollutants And Contaminants Contained On Such List For Which No Control Measures Have Been Previously Adopted, Or For At Least Five Of The Toxic Air Pollutants And Contaminants If More Than Five Toxic Air Pollutants And Contaminants Have Been Identified; To Require The Department To Promulgate Rules And Regulations To Reduce Emissions And Airborne Levels Of Such Toxic Air Pollutants And Contaminants To Comply With Certain Standards; To Provide That The Department Shall, With The Participation Of, And In Consultation With, Affected Sources, The Interested Public, And A Diverse Group Of Experts, Prepare A Report On The Need And Appropriate Degree Of Regulation For Each Substance Which The Department Has Determined To Be A Toxic Air Pollutant Or Contaminant; To Provide Certain Requirements For Such Report; To Provide That Such Report And Relevant Comments Received During Consultation With Affected Sources And The Public Shall Be Made Available For Public Review And Comment At Least Forty Five Days Prior To A Public Hearing; To Bring Forward Sections 49-2-31, 49-17-19, 49-17-21, 49-17-25, 49-17-27, 49-17-29, 49-17-31, 49-17-33, 49-17-34 And 49-17-35, Mississippi Code Of 1972, Which Relate To Risk Assessment, Air Quality Standards, Public Notice Of Emergency, Adoption Of Regulations And Public Hearings, For Purposes Of Possible Amendment; And For Related Purposes.

An Act To Be Known As The Mississippi Triage, Treat And Transport To Alternative Destination Act; To Provide That Health Benefit Plans Shall Provide Coverage For An Ambulance Service To Treat Or Assess An Enrollee In Place, Or Triage Or Triage And Transport An Enrollee To An Alterative Destination, Or An Encounter Between An Ambulance Service And Enrollee That Results Without Transport Of The Enrollee Under The Plan; To Provide That The Coverage Required Under This Section Is Subject To The Initiation Of Ambulance Service Treatment As A Result Of A 911 Call That Is Documented In The Records Of The Ambulance Service And Subject To Deductibles Or Co-payment Requirements Of The Plan, And Does Not Diminish Or Limit Benefits Otherwise Allowable Under The Plan; To Provide That The Reimbursement Rate For An Ambulance Service Provider Whose Operators Assess, Triage, Treat Or Transport An Enrollee To An Alternative Destination Shall Be Not Less Than The Minimum Allowable Reimbursement For Advanced Life Support Rate With Mileage To The Scene; To Provide That The Minimum Allowable Reimbursement Rate Under Any Policy Of Accident And Sickness Insurance To An Out-of-network Ambulance Service Provider Shall Be Rates Contracted Between An Ambulance Service Provider And A County, Municipality Or Special Purpose District Or Authority, Or Otherwise Approved Or Established By Ordinance Or Regulation Enacted By Any Such County, Municipality Or Special Purpose District Or Authority; To Provide That In The Absence Of Such Rates, The Minimum Allowable Reimbursement Rate Shall Be The Greater Of Three Hundred Twenty-five Percent Of The Reimbursement Allowed By Medicare For Services Originating In Rural Areas Or The Ambulance Service Provider's Billed Charges; To Provide A Date Of Repeal On Such Provisions; And For Related Purposes.

An Act To Amend Section 73-15-3, Mississippi Code Of 1972, To Include Advanced Practice Registered Nurses In The Statement Of Purpose Of The Mississippi Nursing Practice Law; To Amend Section 73-15-5, Mississippi Code Of 1972, To Delete Certain Definitions And Revise Certain Definitions In The Nursing Practice Law Regarding Advanced Nursing Practice; To Amend Section 73-15-9, Mississippi Code Of 1972, To Revise The Composition Of The Mississippi Board Of Nursing To Include A Certified Registered Nurse Anesthetist As A Member; To Amend Section 73-15-20, Mississippi Code Of 1972, To Revise Certain Provisions Relating To The Practice Of Advanced Nursing Practice Nurses; To Provide That The Physician Or Dentist With Whom An Advance Practice Registered Nurse Has Entered Into A Collaborative/consultative Relationship Shall Not Charge Or Require Any Payment From The Advance Practice Registered Nurse For Serving In That Capacity With The Advance Practice Registered Nurse; To Provide That Advance Practice Registered Nurses Who Have Completed Not Less Than 10,000 Clinical Practice Hours Under The Direct, On-site Supervision Of A Physician Or Of A Nurse Practitioner Who Has Practiced For Not Less Than Ten Years Are Exempt From The Requirement Of Entering And Maintaining A Collaborative/consultative Relationship With A Licensed Physician Or Dentist; To Provide That Advance Practice Registered Nurses Who Have Completed Not Less Than 3,000 Clinical Practice Hours In Critical Care Units, Emergency Departments And/or Medical Surgical Floors, And Also Have Completed Not Less Than 2,000 Clinical Practice Hours Under The Direct, On-site Supervision Of A Physician Or Of A Nurse Practitioner Who Has Practiced For Not Less Than Ten Years Are Exempt From The Requirement Of Entering And Maintaining A Collaborative/consultative Relationship With A Licensed Physician Or Dentist; To Provide That Certified Registered Nurse Anesthetists Who Have Completed Not Less Than 8,000 Clinical Practice Hours Are Exempt From Maintaining A Collaborative/consultative Relationship With A Licensed Physician Or Dentist; To Clarify That Only Certified Registered Nurse Anesthetists May Collaborate/consult With Licensed Dentists; To Provide That Advanced Practice Registered Nurses May Apply Hours Worked Before The Effective Date Of This Act To Fulfill Their Respective Clinical Practice Hour Requirement; To Conform Certain Provisions With The Mississippi Medical Cannabis Act; To Amend Section 73-15-29, Mississippi Code Of 1972, To Include Advanced Practice Registered Nurses In The Provisions Relating To Grounds For Disciplinary Actions Against Nurses; To Amend Section 41-21-131, Mississippi Code Of 1972, To Conform To The Provisions Of The Act; And For Related Purposes.
