1-MISSISSIPPI LEGISLATURE 2025 Regular Session To: Judiciary B By: Representative Sanford House Bill 1942 (As Passed the House) AN ACT TO RESTORE THE RIGHT OF SUFFRAGE TO ELAINE GOUDY OF COVINGTON COUNTY, MISSISSIPPI. BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MISSISSIPPI: SECTION 1. The right of suffrage is hereby fully and completely restored to Elaine Goudy of Covington County, Mississippi, who was disqualified as an elector as a result of her conviction for the crime of arson along with two (2) counts for transfer of cocaine on November 15, 1997, in Covington County, Mississippi, for which she was sentenced to serve eight (8) years on each count to run concurrently with five (5) years for arson in the custody of the Mississippi Department of Corrections. She was sent to Earned Release Supervision on April 7, 2003. Upon completion of all terms and conditions of her sentence, she was discharged on February 28, 2004. The Legislature is informed that she has since conducted herself as a law-abiding and honorable citizen in a good and lawful manner. SECTION 2. This act shall take effect and be in force from and after its passage.
