11 MISSISSIPPI LEGISLATURE 2025 Regular Session To: Appropriations A By: Representatives Banks, Bell (65th), Butler-Washington, Crudup, Gibbs (72nd), Holloway (76th), Nelson, Summers House Bill 1944 AN ACT MAKING AN APPROPRIATION TO THE JACKSON REDEVELOPMENT AUTHORITY TO ASSIST IN PAYING COSTS ASSOCIATED WITH CERTAIN PROJECTS RELATING TO INFRASTRUCTURE NEEDS, PUBLIC SAFETY AND ECONOMIC DEVELOPMENT IN THE CITY OF JACKSON FOR THE FISCAL YEAR 2026. BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MISSISSIPPI: SECTION 1. The following sum, or so much of it as may be necessary, is appropriated out of any money in the State General Fund not otherwise appropriated, to the Jackson Redevelopment Authority in the City of Jackson, Mississippi, to assist in paying costs associated with the purposes described in Section 2 of this act for the fiscal year beginning July 1, 2025, and ending June 30, 2026............. $20,550,000.00 SECTION 2. The money appropriated by Section 1 of this act shall be used by Jackson Redevelopment Authority as follows: (a) Revitalization of disinvested areas and underutilized properties, including: (i) Providing accessible housing and encouraging new home construction through the Infill Housing Revitalization Program............................................. $2,000,000.00 (ii) Demolition and site preparation of the old Atmos building to attract new investment............ $2,200,000.00 (iii) Stabilization and redevelopment of the historic 214 Farish Street building to preserve cultural heritage.............................................. $750,000.00 (b) Safety and security enhancements, including: (i) Upgrades to Facility II parking structure........................................... $1,200,000.00 (ii) Upgrades to Facility IV parking structure........................................... $5,000,000.00 (iii) Improvements to the Convention Center surface parking lot to enhance safety and accessibility......................................... $900,000.00 (c) Economic development initiatives, including: (i) Jackson Rise Fund, to provide flexible loan financing for high-impact businesses in Downtown Jackson............................................. $4,000,000.00 (ii) Predevelopment funding for the Civic Arena as part of the Transit-Oriented Development Master Plan................................................ $3,000,000.00 (iii) Predevelopment activities on Farish Street to preserve its historic significance and promote economic growth.............................................. $1,500,000.00 TOTAL ............................................. $20,550,000.00 SECTION 3. The money appropriated by this act shall be paid by the State Treasurer out of any money in the State General Fund not otherwise appropriated, upon warrants issued by the State Fiscal Officer; and the State Fiscal Officer shall issue the warrants upon requisitions signed by the proper person, officer or officers in the manner provided by law. SECTION 4. This act shall take effect and be in force from and after July 1, 2025.

1515 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MISSISSIPPI:

The following sum, or so much of it as may be necessary, is appropriated out of any money in the State General Fund not otherwise appropriated, to the Jackson Redevelopment Authority in the City of Jackson, Mississippi, to assist in paying costs associated with the purposes described in Section 2 of this act for the fiscal year beginning July 1, 2025, and ending June 30, 2026............. $20,550,000.00
