1-MISSISSIPPI LEGISLATURE 2025 Regular Session To: Rules By: Representatives Hall, Aguirre, Anthony, Burch, Carpenter, Deweese, Eubanks, Foster, Hale, Harris, Hines, Jackson (45th), Lancaster, Lott, Morgan, Nelson, Pigott, Powell, Remak, Steverson, Varner, Waldo House Resolution 106 (As Adopted by House) A RESOLUTION COMMENDING MAJOR GENERAL JOHN TRENT KELLY FOR HIS DISTINGUISHED MILITARY SERVICE AND CONGRATULATING HIM UPON HIS RETIREMENT AFTER FOUR DECADES OF SERVICE TO THE STATE OF MISSISSIPPI AND THE UNITED STATES OF AMERICA. WHEREAS, Major General John Trent Kelly, a dedicated and decorated leader in the Mississippi Army National Guard, will retire in May 2025 after 40 years of exemplary service to the State of Mississippi and the United States of America; and WHEREAS, Major General Kelly began his military career in 1985 at the age of 19 when he enlisted in the Mississippi Army National Guard, later joining the Reserve Officer Training Corps (ROTC) at the University of Mississippi, where he was commissioned as an officer on May 14, 1988; and WHEREAS, throughout his distinguished career, Major General Kelly has served in numerous leadership positions, including command at the company, battalion, and brigade levels, culminating as the Assistant Adjutant General for the Mississippi Army National Guard at the Joint Force Headquarters; and WHEREAS, his dedication to service included multiple deployments, including: Operation Desert Storm in 1990 as an Engineer Second Lieutenant; Operation Iraqi Freedom III in 2005 as a Major with the 155th Brigade Combat Team; and a second deployment to Iraq in 2009 as the Battalion Commander of Task Force Knight of the 155th Brigade Combat Team; and WHEREAS, Major General Kelly has received numerous awards and commendations for his military service, including: two Bronze Stars; the Legion of Merit; the Combat Action Badge; the Bronze, Silver, and Gold de Fleury Medals; and many other federal, state, and campaign medals; and WHEREAS, in addition to his military service, Major General Kelly has pursued extensive education, earning an associate degree from East Central Community College, a bachelor's degree and Juris Doctor from the University of Mississippi, and a master's degree in strategic studies from the United States Army War College; and WHEREAS, Major General Kelly has exemplified the Citizen-Soldier ideal, balancing military service, family, and a civilian career in public service, including his tenure as a prosecutor, district attorney, and currently as a member of the United States House of Representatives representing Mississippi's First Congressional District; and WHEREAS, Major General Kelly has been a great personal leader, friend, and mentor to State Representative Rodney Hall both in the Mississippi Army National Guard and as a representative for Desoto County, having led and guided him faithfully in service to our great state and nation; and WHEREAS, as he prepares to retire from military service, Major General Kelly leaves a lasting legacy of leadership, dedication, and commitment to both the State of Mississippi and the United States, inspiring countless individuals through his exemplary service and sacrifice: NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE STATE OF MISSISSIPPI, That we do hereby commend and congratulate Major General John Trent Kelly upon the occasion of his retirement, extend our deepest gratitude for his decades of distinguished service to our state and nation, and wish him continued success in all his future endeavors. BE IT FURTHER RESOLVED, That copies of this resolution be furnished to Major General John Trent Kelly, the Mississippi Army National Guard, the United States House of Representatives, and to the members of the Capitol Press Corps.
