MISSISSIPPI LEGISLATURE 2025 Regular Session To: Rules By: Representative Read House Resolution 71 (As Adopted by House) A RESOLUTION RECOGNIZING AND COMMENDING THE DEDICATED SERVICE OF MR. DEVIN WINSETT TO THE CITY OF JACKSON AS DIRECTOR OF SOCIAL SERVICES FOR THE REFILL JACKSON INITIATIVE. WHEREAS, Mr. Devin Winsett has demonstrated an unwavering commitment to empowering young adults in Jackson, Mississippi, through his dedicated service as the Director of Social Services for the Refill Jackson Initiative (RJI), a nonprofit organization focused on workforce development and holistic social services; and WHEREAS, a native of Pascagoula, Mississippi, and a graduate of East Central High School in Moss Point, Mr. Winsett earned his bachelor of arts degree in sociology and anthropology from Millsaps College in 2016; and WHEREAS, upon graduation, Mr. Winsett embarked on a journey of service and education, first teaching English as a second language in Mexico City before serving as a City Year Corps member in New Orleans, Louisiana, where he taught middle school math in the Ninth Ward community; and WHEREAS, through his experience in education, Mr. Winsett discovered his passion for working with young people and assisting them in overcoming barriers to success, which led him to pursue a career in social work, and in furtherance of his commitment to social services, he served as a case worker for a youth residential group home in Brooklyn, New York, before returning to Mississippi to earn his master of social work degree from Jackson State University in 2021; and WHEREAS, while completing his graduate studies, Mr. Winsett worked as a residential care specialist at a youth residential treatment facility and interned with the Refill Jackson Initiative, where he cultivated a deep appreciation for the organization's mission to equip young adults with workforce skills and social support; and WHEREAS, Mr. Winsett joined the Refill Jackson Initiative full-time in May 2021 as a social worker and instructor, and in July 2024, he was elevated to the position of Director of Social Services, where he has been instrumental in advancing the organization's programs and initiatives; and WHEREAS, under Mr. Winsett's leadership, RJI has expanded its impact, providing young adults aged 18 to 24 with job training, financial education, career coaching and comprehensive social services to address barriers such as housing insecurity, mental health access and childcare needs; and WHEREAS, through his work with RJI, Mr. Winsett has helped numerous individuals achieve self-sufficiency and employment, reinforcing the organization's vision of a healthier, wealthier Jackson for all; and WHEREAS, Mr. Winsett's commitment to education extends beyond his work at RJI, as he has also served as an adjunct professor of sociology at Millsaps College since August 2021; and WHEREAS, in addition to his professional endeavors, Mr. Winsett enjoys traveling, cooking and participating in Jackson's vibrant arts and music community; and WHEREAS, it is the policy of the House of Representatives to recognize and honor the work of selfless individuals of Mr. Winsett's caliber who have made outstanding contributions to workforce development and social services, as evidenced by his dedication to improving the lives of young people throughout the City of Jackson: NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE STATE OF MISSISSIPPI, That we do hereby recognize and commend Mr. Devin Winsett for his dedicated service as the Director of Social Services for the Refill Jackson Initiative and extend best wishes for continued success in all his future endeavors.
