MISSISSIPPI LEGISLATURE 2025 Regular Session To: Rules By: Senator(s) McLendon, Jackson, Parker, Blackwell, Thomas Senate Resolution 141 (As Adopted by Senate) A RESOLUTION COMMENDING AND CONGRATULATING HERNANDO HIGH SCHOOL JUNIOR GUARD FRAN KELLY UPON BEING NAMED GATORADE MISSISSIPPI GIRLS BASKETBALL PLAYER OF THE YEAR. WHEREAS, we join the basketball community in recognizing Hernando High School junior guard, Fran Kelly, who has been named the Gatorade Mississippi Girls Basketball Player of the Year for the 2024-2025 season. Fran is the first winner of the girls basketball award from Hernando; and WHEREAS, the 5-foot-10 junior led the Lady Tigers to a 22-7 record and an appearance in the quarterfinals of the MHSAA Class 7A State Playoffs. She averaged 26 points, 4.3 steals, 3.9 rebounds, and 3.1 assists per game. Kelly won 7A-Region 1 Player of the Year, was named MHSAA 7A Miss Basketball and was a 2024-2025 Clarion Ledger Dandy Dozen selection; and WHEREAS, Fran led her team to two straight years undefeated in District 1-7A and two straight District Championships (2023-2024 and 2024-2025), the very first in history in all the above categories for Hernando High School; and WHEREAS, "She is a phenomenal athlete and basketball player," Lafayette Coach Shayne Linzy said in a news release. "She not only displays a high IQ for the game, but she has the ability to make plays all over the court. With that ability, she still gets her teammates involved as much as possible." Fran is a junior with a 4.0 career GPA; and WHEREAS, it is with great pride that we recognize a Mississippi student athlete who has brought honor to her team, her school, her community and to the State of Mississippi: NOW, THEREFORE, BE IT RESOLVED BY THE SENATE OF THE STATE OF MISSISSIPPI, That we do hereby commend and congratulate Hernando High School junior guard, Fran Kelly, upon being named Gatorade Mississippi Girls Basketball Player of the Year and extend the best wishes of the Mississippi Senate to Fran and her family as she enters her college career.
