1614 AN ACT TO PROVIDE AN EXEMPTION FROM HUNTING , TRAPPING, AND FISHING 2
1715 LICENSE REQUIREMENTS FOR NORTH CAROLINA TRIBAL MEMBERS. 3
1816 The General Assembly of North Carolina enacts: 4
1917 SECTION 1. G.S. 113-276(l1) reads as rewritten: 5
2018 "(l1) The licensing provisions of this Article do not apply to a to: 6
2119 (1) A member of an Indian tribe recognized under Chapter 71A of the General 7
2220 Statutes for purposes of hunting, trapping, or fishing on tribal land. A person 8
2321 taking advantage of this exemption shall possess and produce proper 9
2422 identification confirming the person's membership in a State-recognized tribe 10
2523 upon request by a wildlife enforcement officer. For purposes of this section, 11
2624 "tribal land" means only real property owned by an Indian tribe recognized 12
2725 under Chapter 71A of the General Statutes. 13
2826 (2) A resident of the State who is a member of an Indian tribe recognized under 14
2927 Chapter 71A of the General Statutes or who has an ID card from a Native 15
3028 nation for purposes of hunting, trapping, or fishing in the State off tribal land. 16
3129 A person taking advantage of this exemption shall possess and produce proper 17
3230 identification confirming the person's membership in a State-recognized or 18
3331 federally recognized tribe upon request by a wildlife enforcement officer. A 19
3432 person exempted from licensing under this subdivision shall comply with (i) 20
3533 all reporting requirements prescribed by statute or Wildlife Resources 21
3634 Commission rule, (ii) the hunter education requirements set forth in 22
3735 G.S. 113-270.1A, (iii) the requirements for purchase of federal migratory 23
3836 waterfowl stamps, and (iv) any other requirements of law or rule to which 24
3937 other North Carolina hunting and fishing license holders are subject. The 25
4038 exemption from licensing provided under this subdivision shall not apply to 26
4139 licenses issued under Article 14A, 14B, or 25A of this Chapter." 27
4240 SECTION 2. This act becomes effective October 1, 2025. 28
