The General Assembly of North Carolina enacts: 4 
SECTION 1. G.S. 20-7 reads as rewritten: 5 
"§ 20-7.  Issuance and renewal of drivers licenses. 6

(f) Duration and Renewal of Licenses. – Drivers licenses shall be issued and renewed 8 
pursuant to the provisions of this subsection: 9

(6) Remote renewal or conversion. – Subject to the following requirements and 11 
limitations, the Division may offer remote renewal of a drivers license or 12 
remote conversion of a full provisional license issued by the Division: 13 
a. Requirements. – To be eligible for remote renewal or conversion under 14 
this subdivision, a person must meet all of the following requirements: 15

4. For a remote renewal, the most recent renewal was an 17 
in-person renewal and not a remote renewal under this 18 
subdivision.subdivision, except that a member of the Armed 19 
Forces of the United States or a reserve component of the 20 
Armed Forces of the United States, serving on active duty and 21 
stationed outside this State, may remotely renew a license a 22 
second consecutive time if either of the following applies: 23 
I. The license being renewed is not REAL ID compliant 24 
pursuant to the REAL ID Act of 2005, 49 U.S.C. § 25 
30301. 26 
II. The license being renewed is REAL ID compliant but 27 
is being converted to a non-REAL ID compliant license 28 
for purposes of the renewal. 29

SECTION 2. This act becomes effective October 1, 2025, and applies to licenses 31 
renewed on or after that date. 32
