1514 AN ACT TO CLARIFY THE RED LIGHT CAMERA DELAY INTERVAL. 2
1615 The General Assembly of North Carolina enacts: 3
1716 SECTION 1. G.S. 20-158 is amended by adding a new subsection to read: 4
1817 "(f) The following requirements apply to a traffic control photographic system used to 5
1918 enforce this section: 6
2019 (1) A violation detected by a traffic control photographic system is defined as 7
2120 when a vehicle enters and proceeds into the intersection after the onset of the 8
2221 signal display of a steady circular red or steady red arrow controlling traffic 9
2322 approaching the intersection and the applicable red clearance interval has 10
2423 expired. All signals with traffic control photographic systems must be 11
2524 designed with an appropriate red clearance interval. 12
2625 (2) The duration of the yellow light change interval and the red clearance interval 13
2726 at intersections where traffic control photographic systems are in use shall be 14
2827 no less than the yellow light change interval and the red clearance interval 15
2928 durations specified on the traffic signal plan of record signed and sealed by a 16
3029 professional engineer, licensed in accordance with the provisions of Chapter 17
3130 89C of the General Statutes, and shall comply with the provisions of the most 18
3231 recently adopted Manual on Uniform Traffic Control Devices." 19
3332 SECTION 2. This act is effective 60 days after it becomes law and applies to any 20
3433 enforcement of G.S. 20-158 by a traffic control photographic system, including by any 21
3534 municipality authorized under G.S. 160A-300.1, and S.L. 2001-286, as amended. 22
