14-JACKSON COUNTY BOARD OF EDUCATION. 3
15-The General Assembly of North Carolina enacts: 4
16-SECTION 1. Section 5(a) of S.L. 2024-14 reads as rewritten: 5
17-"SECTION 5.(a) The Jackson County Board of Education shall consist of five members 6
18-elected from five single-member residency districts to serve staggered four-year terms. One 7
19-member shall be elected from each residency district by the qualified voters of the entire county. 8
20-No person shall be eligible to file or be elected to the Jackson County Board of Education unless 9
21-the person is a qualified voter and resident of the residency district in which the candidate seeks 10
22-to be elected. Elections for the Jackson County Board of Education shall be held in 11
23-even-numbered years at the time of the general election with results determined by the 12
24-nonpartisan plurality method in accordance with G.S. 163-292. on a partisan basis as terms 13
25-expire. Candidates for election to the Jackson County Board of Education shall be nominated at 14
26-the same time and manner as other county officers. Members shall take office on the first Monday 15
27-in December following the election. Members shall serve until a successor has been elected and 16
28-qualified. Except as otherwise provided by this section, the election shall be conducted in 17
29-accordance with the applicable provisions of Chapter 115C and 163 of the General Statutes. All 18
30-vacancies on the Jackson County Board of Education shall be filled in accordance with 19
31-G.S. 115C-37.1." 20
32-SECTION 2. This act does not affect the term of office of any member elected in 21
33-2024 to the Jackson County Board of Education. Any vacancy on the Jackson County Board of 22
34-Education for a member elected in 2024 shall be filled by appointment by the remaining members 23
35-of the Jackson County Board of Education to serve the remainder of the unexpired term. Each 24
36-member of the Jackson County Board of Education elected in 2024, or any member appointed to 25
37-fill a vacancy in 2024, shall serve until a successor has been elected and qualified. 26
38-SECTION 3. G.S. 115C-37.1(d) reads as rewritten: 27
39-"(d) This section shall apply only to the Hickory City Board of Education and the 28
40-Newton-Conover City Board of Education and in the following counties: Alleghany, Ashe, 29
41-Beaufort, Brunswick, Burke, Cabarrus, Caldwell, Carteret, Catawba, Cherokee, Clay, Craven, 30
42-Dare, Davie, Forsyth, Graham, Harnett, Henderson, Hyde, Iredell, Jackson, Lee, Lincoln, 31
43-Madison, McDowell, Mitchell, New Hanover, Onslow, Pamlico, Pender, Polk, Rutherford, 32
44-Stanly, Stokes, Surry, Vance, Washington, and Yancey." 33
45-SECTION 4. This act becomes effective the first Monday in December of 2026, and 34
46-elections in 2026 and thereafter shall be conducted accordingly. 35

17+The General Assembly of North Carolina enacts: 5
18+SECTION 1.(a) Section 5(a) of S.L. 2024-14 reads as rewritten: 6
19+"SECTION 5.(a) The Jackson County Board of Education shall consist of five members 7

23+time of the general election with results determined by the nonpartisan plurality method in 11
24+accordance with G.S. 163-292. on a partisan basis as provided in G.S. 163-291 as terms expire. 12
25+Candidates for election to the board of education shall be nominated at the same time and manner 13
26+as other county officers. Members shall take office on the first Monday in December following 14
27+the election. Members shall serve until a successor has been elected and qualified. Except as 15
28+otherwise provided by this section, the election shall be conducted in accordance with the 16
29+applicable provisions of Chapter 115C and 163 of the General Statutes. All vacancies on the 17
30+Jackson County Board of Education shall be filled in accordance with G.S. 115C-37.1." 18
31+SECTION 1.(b) This section becomes effective December 1, 2025. 19

34+2026 2025 elections and elections thereafter shall be conducted accordingly." 22
