A BILL TO BE ENTITLED 1 
AN ACT APPROPRIATING FUNDS TO COMPLETE PHASE ONE AND PHASE TWO OF 2 
THE CAPITAL IMPROVEM ENTS AT THE FORT FISHER STATE HISTORIC SITE. 3 
Whereas, the Fort Fisher State Historic Site is the most visited of the State's 27 historic 4 
sites; and 5 
Whereas, to better accommodate its visitors and upgrade its facilities, Fort Fisher has 6 
completed phase one of capital improvements, which consist of a new visitor's center, parking 7 
lot, and maintenance facility; and 8 
Whereas, Fort Fisher has also completed phase two of capital improvements, which 9 
consists of the reconstruction of three of the original earthworks (mounds) with gun chambers in 10 
between them; and 11 
Whereas, there are additional items that were not included in the funds previously 12 
appropriated by the General Assembly that would complete phase one and phase two of the 13 
capital improvements at the site; and 14 
Whereas, these additional items include a visitor center tower sign, partitions and 15 
doors in the visitor's center, various gun carriages, and an ammunition magazine inside the 16 
reconstructed earthworks; and 17 
Whereas, the cost of these additional items is estimated to be $869,000; Now, 18 
therefore, 19 
The General Assembly of North Carolina enacts: 20 
SECTION 1. There is appropriated from the General Fund to the Department of 21 
Natural and Cultural Resources, Office of Archives and History, the sum of eight hundred 22 
sixty-nine thousand dollars ($869,000) in nonrecurring funds for the 2025-2026 fiscal year to 23 
complete phase one and phase two of the capital improvements at the Fort Fisher State Historic 24 
Site. 25 
SECTION 2. This act becomes effective July 1, 2025. 26
