16-The General Assembly of North Carolina enacts: 5
17-SECTION 1.(a) G.S. 115D-5 is amended by adding a new subsection to read: 6
18-"(x1) The State Board of Community Colleges shall collaborate with the State Board of 7
19-Education to develop a series of courses to be offered at community colleges that align with (i) 8
20-the English, science, social studies, and mathematics graduation requirements adopted by the 9
21-State Board of Education and (ii) the Career and College Promise Program. Each course must 10
22-grant one high school credit and fulfill a corresponding graduation requirement." 11
23-SECTION 1.(b) G.S. 115C-12 is amended by adding a new subdivision to read: 12
24-"(41a) To Collaborate with the State Board of Community Colleges to Align 13
25-Graduation Requirements with Community College Courses. – The State 14
26-Board of Education shall collaborate with the State Board of Community 15
27-Colleges pursuant to G.S. 115D-5(x1)." 16
28-SECTION 2.(a) The State Board of Community Colleges, in collaboration with the 17
29-State Board of Education, shall report to the Joint Legislative Education Oversight Committee 18
30-by no later than January 15, 2028, on the results of the collaboration pursuant to Section 1 of this 19
31-act. The report shall include the following: 20
32-(1) A list of which community college courses will align with which high school 21
33-graduation requirements. 22
34-(2) A plan for how the State Board of Community Colleges and the State Board 23
35-of Education will continue to align community college courses completed by 24
36-students participating in the Career and College Promise Program with the 25
37-corresponding high school graduation requirements. 26
38-SECTION 2.(b) Upon submission of the report required by subsection (a) of this 27
39-section, the courses developed pursuant to G.S. 115D-5(x1), as enacted by this act, shall be 28
40-offered beginning with the next academic year. 29
41-SECTION 3.(a) Beginning with the 2025-2026 school year and continuing until the 30
42-end of the school year in which the State Board of Community Colleges and the State Board of 31
43-Education complete the requirements of Sections 1 and 2 of this act, completion of the following 32
44-community college courses by students participating in the Career and College Promise Program 33
45-is deemed completion of the corresponding high school graduation requirement: 34
46-(1) For the physical science requirement, any of the following: 35

59-a. ENG 112 – Writing/Research in the Disciplines. 11
60-b. ENG 232 – American Literature II. 12
61-c. ENG 242 – British Literature II. 13
62-(4) For the World History requirement, any of the following: 14

74-SECTION 3.(b) This section expires upon satisfaction of the requirements of 26
75-Sections 1 and 2 of this act. 27
76-SECTION 4.(a) Beginning with the 2025-2026 school year, the State Board of 28
77-Education shall not require any student to complete NC Math III as one of the four required 29
78-mathematics courses for high school graduation. 30
79-SECTION 4.(b) Public school units shall encourage students to complete additional 31
80-mathematics courses beyond the required courses. NC Math III and all other math courses 32
81-existing on the effective date of this act shall continue to be made available to all high school 33
82-students. 34
83-SECTION 4.(c) The State Board of Education may adopt emergency rules in 35
84-accordance with G.S. 150B-21.1A to implement this section for the 2025-2026 school year. 36
85-SECTION 5. This act is effective when it becomes law. 37

17+The General Assembly of North Carolina enacts: 4
18+SECTION 1.(a) G.S. 115D-5 is amended by adding a new subsection to read: 5
19+"(x1) The State Board of Community Colleges shall collaborate with the State Board of 6
20+Education to develop a series of courses to be offered at community colleges that align with the 7
21+English, science, social studies, and mathematics graduation requirements developed by the State 8
22+Board of Education to be attended by high school students dually enrolled in a community college 9
23+and other community college students. The courses shall be organized so that one community 10
24+college course completion grants one full high school credit to fulfill a corresponding graduation 11
25+requirement while continuing to align with Career and College Promise. Completion of courses 12
26+developed pursuant to this subsection does not constitute a completion of any end-of-course tests 13
27+required to graduate." 14
28+SECTION 1.(b) G.S. 115C-12 is amended by adding a new subdivision to read: 15

49+(1) BIO 111 – General Biology I or BIO 112 – General Biology II satisfies the 1
50+Biology requirement. 2
51+(2) CHM 151 – General Chemistry I, CHM 152 – General Chemistry II, PHY 151 3
52+– College Physics I, PHY 152 – College Physics II, PHY 251 – General 4
53+Physics I, or PHY 252 – General Physics II satisfies the physical science 5
54+requirement. 6
55+(3) ENG 111 – Writing and Inquiry, ENG 231 – American Literature I, or ENG 7
56+241 – British Literature I satisfies the English III requirement. 8
57+(4) ENG 112 – Writing/Research in the Disciplines, ENG 232 – American 9

60+(5) HIS 111 – World Civilizations I or HIS 112 – World Civilizations II satisfies 12

65+272 – Calculus II satisfies the Math III and fourth math requirements. 17
66+SECTION 3.(b) If the State Board of Community Colleges and the State Board of 18
67+Education satisfy the requirements of Sections 1 and 2 of this act by January 15 of an academic 19
68+year, the courses developed pursuant to G.S. 115D-5(x1), as enacted by this act, shall be offered 20
69+beginning with the following academic year. 21
70+SECTION 3.(c) Completion of any of the courses listed in subsection (a) of this 22
71+section does not constitute a completion of any end-of-course tests required to graduate. 23
72+SECTION 3.(d) This section expires upon satisfaction of the requirements of 24
73+Sections 1 and 2 of this act. 25
74+SECTION 4.(a) The State Board of Education shall adopt a rule to require 26
75+completion of an end-of-course test for NC Math 2 and not require completion of an 27
76+end-of-course test for NC Math 3. 28
77+SECTION 4.(b) The State Board of Education shall adopt a rule to modify the high 29
78+school graduation requirements to require completion of NC Math 1 and 2 and two additional 30
79+math courses that align with the student's postsecondary plans and to require that NC Math 3 and 31
80+all other existing math courses shall continue to be offered by all high schools to the extent that 32
81+there is sufficient student interest. 33
82+SECTION 4.(c) The State Board of Education may adopt emergency rules in 34
83+accordance with G.S. 150B-21.1A to implement the provisions of this act prior to the start of the 35
84+2025-2026 school year. 36
85+SECTION 5. Except as otherwise provided, this act is effective when it becomes 37
86+law. 38
