1414 AN ACT TO REQUIRE THE STATE BOARD OF EDUCATION TO ADOPT RULES 2
1515 MODIFYING HIGH SCHOOL MATHEMATICS GRADUATION REQUIREMENTS 3
1616 AND TO PROVIDE FOR A MATHEMATICS INSTRUCTION PATHWAY TO PROVIDE 4
1717 MATHEMATICS INSTRUCTION OVER AN EXTENDED PERIOD AND TO REQUIRE 5
1818 THE STATE BOARD OF EDUCATION TO ADOPT EMERGENCY RULES FOR THE 6
1919 PURPOSES OF THIS ACT. 7
2020 The General Assembly of North Carolina enacts: 8
2121 SECTION 1.(a) The State Board of Education shall adopt a rule to modify the high 9
2222 school graduation requirements to require completion of NC Math 1 and 2 or equivalent courses 10
2323 and two additional math courses that align with the student's postsecondary plans and to require 11
2424 that NC Math 3 and all other existing math courses shall continue to be offered by all high schools 12
2525 to the extent that there is sufficient student interest. 13
2626 SECTION 1.(b) The State Board of Education shall adopt a rule to require 14
2727 completion of an end-of-course test for NC Math 2 and not require completion of an 15
2828 end-of-course test for NC Math 3. 16
2929 SECTION 2.(a) Part 1 of Article 8 of Subchapter IV of Chapter 115C of the General 17
3030 Statutes is amended by adding a new section to read: 18
3131 "ยง 115C-81.37. Extended courses in mathematics. 19
3232 (a) The State Board of Education shall develop a course of study for high school 20
3333 mathematics courses that spread the content standards of NC Math 1 and NC Math 2 into four 21
3434 separate courses as follows: 22
3535 (1) NC Math 1 shall be divided into Extended Math 1 and Extended Math 2. The 23
3636 end-of-course test for NC Math 1 shall be given at the conclusion of Extended 24
3737 Math 2. 25
3838 (2) NC Math 2 shall be divided into Extended Math 3 and Extended Math 4. The 26
3939 end-of-course test for NC Math 2 shall be given at the conclusion of Extended 27
4040 Math 4. 28
4141 (3) Completion of Extended Math 1 and 2 with a passing grade satisfies the NC 29
4242 Math 1 graduation requirement and Extended Math 2 is an equivalent course 30
4343 to NC Math 1. 31
4444 (4) Completion of Extended Math 3 and 4 with a passing grade satisfies the NC 32
4545 Math 2 graduation requirement and Extended Math 4 is an equivalent course 33

48-(5) Completion of Extended Math 1, 2, 3, and 4 shall satisfy all mathematics 1
49-graduation requirements established by the State Board of Education. 2
50-(b) Standards developed pursuant to this section shall not change the existing standards 3
51-for NC Math 1 or 2. 4
52-(c) Students shall be enrolled in high school math courses as follows: 5
53-(1) Students scoring below proficient on the eighth grade mathematics 6
54-end-of-course test shall be enrolled in Extended Math 1 and 2 to satisfy the 7
55-NC Math 1 graduation requirement. 8
56-(2) Students scoring below proficient on the NC Math 1 end-of-course test given 9
57-at the end of Extended Math 2 shall be enrolled in Extended Math 3 and 4 to 10
58-satisfy their NC Math 2 graduation requirement. 11
59-(3) Students scoring at or above proficient on the NC Math 1 end-of-course test 12
60-given at the end of Extended Math 2 may choose to enroll in Extended Math 13
61-3 and 4 or NC Math 2 to satisfy their NC Math 2 graduation requirement." 14
62-SECTION 2.(b) Courses shall be offered pursuant to G.S. 115C-81.37, as enacted 15
63-by this act, beginning with the fall semester of the 2025-2026 school year. 16
64-SECTION 3.(a) Students who completed NC Math 1 with a grade of C or lower or 17
65-who scored below proficient on the NC Math 1 end-of-course exam prior to the 2025-2026 school 18
66-year shall take Extended Math 2 as a condition of meeting their NC Math 1 graduation 19
67-requirement. 20
68-SECTION 3.(b) Students who completed NC Math 2 with a grade of C or lower 21
69-prior to the 2025-2026 school year shall take Extended Math 4 as a condition of meeting their 22
70-NC Math 2 graduation requirement. 23
71-SECTION 4. The State Board of Education may adopt emergency rules in 24
72-accordance with G.S. 150B-21.1A to implement the provisions of this act prior to the start of the 25
73-2025-2026 school year. 26
74-SECTION 5. This act is effective when it becomes law and applies beginning with 27
75-the 2025-2026 school year. 28
