1414 AN ACT TO SPECIFY INSTRUCTION ON MUSIC AND VISUAL ARTS IN ELEMENTARY 2
1515 SCHOOLS. 3
1616 The General Assembly of North Carolina enacts: 4
1717 SECTION 1. Part 1 of Article 8 of Chapter 115C of the General Statutes is amended 5
1818 by adding the following new sections to read: 6
1919 "§ 115C-81.95. Elementary performing arts education. 7
2020 Each local school administrative unit shall provide all students in kindergarten through grade 8
2121 five instruction in music, dance, or theatre arts that aligns with the Standard Course of Study. 9
2222 The instruction shall meet at least the following criteria: 10
2323 (1) Occur during at least one instructional day out of every five instructional days. 11
2424 (2) Be taught by at least one licensed music, dance, or theatre arts education 12
2525 instructor. 13
2626 (3) Instructional sessions shall last at least 30 consecutive minutes. 14
2727 (4) Instructional sessions shall be given to classes no larger than the maximum 15
2828 classroom size per instructional session for each grade, as provided in 16
2929 G.S. 115C-301. 17
3030 "§ 115C-81.96. Elementary visual arts education. 18
3131 Each local school administrative unit shall provide all students in kindergarten through grade 19
3232 five instruction in the visual arts that aligns with the Standard Course of Study. The instruction 20
3333 shall meet at least the following criteria: 21
3434 (1) Occur during at least one instructional day out of every five instructional days. 22
3535 (2) Be taught by at least one licensed visual arts education instructor. 23
3636 (3) Instructional sessions shall last at least 30 consecutive minutes. 24
3737 (4) Instructional sessions shall be given to classes no larger than the maximum 25
3838 classroom size per instructional session for each grade, as provided in 26
3939 G.S. 115C-301." 27
4040 SECTION 2. This act is effective when it becomes law and applies beginning with 28
4141 the 2026-2027 school year. 29
