17 | 17 | | The General Assembly of North Carolina enacts: 5 |

18 | 18 | | SECTION 1. The Department of Public Instruction shall conduct a study to evaluate 6 |
---|
19 | 19 | | how certain policies may decrease the rate of recurring disciplinary infractions with a focus on 7 |
---|
20 | 20 | | parental involvement. At a minimum, the Department shall study the likely impact of the 8 |
---|
21 | 21 | | following: 9 |
---|
22 | 22 | | (1) Requiring a parent to attend a meeting with the student and school personnel 10 |
---|
23 | 23 | | as a condition of a student returning to the classroom after being removed 11 |
---|
24 | 24 | | from the classroom for disciplinary reasons. 12 |
---|
25 | 25 | | (2) Requiring a parent to attend counseling as a condition of a student returning 13 |
---|
26 | 26 | | to a classroom after being removed from the classroom for disciplinary 14 |
---|
27 | 27 | | reasons, including the availability of resources for the counseling both in and 15 |
---|
28 | 28 | | outside of the school. 16 |
---|
29 | 29 | | (3) Requiring a parent and the student to attend joint counseling as a condition of 17 |
---|
30 | 30 | | a student returning to a classroom after being removed from the classroom for 18 |
---|
31 | 31 | | disciplinary reasons, including the availability of resources for the counseling 19 |
---|
32 | 32 | | both in and outside of the school. 20 |
---|
33 | 33 | | (4) Requiring a student to attend remote instruction instead of returning to the 21 |
---|
34 | 34 | | classroom, and any social or academic impacts that may have. 22 |
---|
35 | 35 | | (5) Any additional evidence-based practices that subject matter experts identify 23 |
---|
36 | 36 | | to decrease disciplinary infractions. 24 |
---|
37 | 37 | | SECTION 2. This study shall not include review of any student discipline infractions 25 |
---|
38 | 38 | | involving students with an Individualized Education Plan or a 504 Behavioral plan. This study 26 |
---|
39 | 39 | | shall not make any recommendations regarding students with an Individualized Education Plan 27 |
---|
40 | 40 | | or 504 Behavioral plan. 28 |
---|
41 | 41 | | SECTION 3. The Department of Public Instruction is authorized to work with a 29 |
---|
42 | 42 | | third-party organization to complete this study. 30 |
---|
43 | 43 | | SECTION 4. The Department of Public Instruction shall report the results of its 31 |
---|
44 | 44 | | study and its recommendations, including any proposed legislative changes, to the Joint 32 |
---|
