1515 PARENT INVOLVEMENT CAN REDUCE RECURRING STUDENT DISCIPLINE 3
1616 ISSUES. 4
1717 The General Assembly of North Carolina enacts: 5
1818 SECTION 1. The Department of Public Instruction shall conduct a study to evaluate 6
1919 how certain policies may decrease the rate of recurring disciplinary infractions with a focus on 7
2020 parental involvement. At a minimum, the Department shall study the likely impact of the 8
2121 following: 9
2222 (1) Requiring a parent to attend a meeting with the student and school personnel 10
2323 as a condition of a student returning to the classroom after being removed 11
2424 from the classroom for disciplinary reasons. 12
2525 (2) Requiring a parent to attend counseling as a condition of a student returning 13
2626 to a classroom after being removed from the classroom for disciplinary 14
2727 reasons, including the availability of resources for the counseling both in and 15
2828 outside of the school. 16
2929 (3) Requiring a parent and the student to attend joint counseling as a condition of 17
3030 a student returning to a classroom after being removed from the classroom for 18
3131 disciplinary reasons, including the availability of resources for the counseling 19
3232 both in and outside of the school. 20
3333 (4) Requiring a student to attend remote instruction instead of returning to the 21
3434 classroom, and any social or academic impacts that may have. 22
3535 (5) Any additional evidence-based practices that subject matter experts identify 23
3636 to decrease disciplinary infractions. 24
3737 SECTION 2. This study shall not include review of any student discipline infractions 25
3838 involving students with an Individualized Education Plan or a 504 Behavioral plan. This study 26
3939 shall not make any recommendations regarding students with an Individualized Education Plan 27
4040 or 504 Behavioral plan. 28
4141 SECTION 3. The Department of Public Instruction is authorized to work with a 29
4242 third-party organization to complete this study. 30
4343 SECTION 4. The Department of Public Instruction shall report the results of its 31
4444 study and its recommendations, including any proposed legislative changes, to the Joint 32

47-SECTION 5. There is appropriated from the General Fund to the Department of 1
48-Public Instruction the sum of twenty-five thousand dollars ($25,000) in nonrecurring funds for 2
49-the 2025-2026 fiscal year to conduct the study and develop the report required by this act. 3
50-SECTION 6. This act becomes effective July 1, 2025. 4
