19	19		The General Assembly of North Carolina enacts: 7

21	21		PART I. REINSTATE EDUCATION -BASED SALARY SUPPLEMENTS FOR 9
22	22		TEACHERS AND INSTRUCTIONAL SUPPORT PERSONNEL , INCLUDING SCHOOL 10
23	23		SOCIAL WORKERS 11
24	24		SECTION 1.(a) G.S. 115C-302.10 is repealed. 12
25	25		SECTION 1.(b) Notwithstanding any other provision of law, for the 2025-2026 13
26	26		fiscal year, State Board of Education policy TCP-A-006, as it was in effect on June 30, 2013, 14
27	27		shall be used to determine (i) whether teachers and instructional support personnel, including 15
28	28		school social workers, are paid on the "M" salary schedule and (ii) whether they receive a salary 16
29	29		supplement for academic preparation at the six-year or doctoral degree level. 17
30	30		SECTION 1.(c) There is appropriated from the General Fund to the Department of 18
31	31		Public Instruction the sum of eight million dollars ($8,000,000) in recurring funds for the 19
32	32		2025-2026 fiscal year to reinstate education-based salary supplements for teachers and 20
33	33		instructional support personnel, including school social workers, in accordance with this section. 21

35	35		PART II. PUBLICIZE MINIMUM SALARY SCHEDULES FOR OCCUPATIONAL 23
36	36		THERAPISTS AND PHYSICAL THERAPISTS 24
37	37		SECTION 2. G.S. 115C-316(b1) reads as rewritten: 25
38	38		"(b1) Every local board of education shall adopt a minimum salary schedule for 26
39	39		occupational therapists and physical therapists employed in full-time, permanent positions. The 27
40	40		minimum salary schedule shall apply to positions paid from State, local, or federal funds. In 28
41	41		accordance with the noncertified salary grades and ranges adopted by the State Board of 29
42	42		Education, the minimum salary schedule shall differentiate salaries based on years of experience, 30
43	43		but experience-based intervals shall be no greater than five years. Local boards of education may 31
44	44		compensate occupational therapists and physical therapists above the minimum salary schedule 32
45	45		provided all State-funded salaries are within the noncertified salary grades and ranges adopted 33
