14	14		AN ACT TO REQUIRE AT LEAST ONE SCHOOL NURSE IN EVERY SCHOOL IN A 2
15	15		PUBLIC SCHOOL UNIT BEGINNING IN THE 202 5-2026 SCHOOL YEAR AND TO 3
16	16		APPROPRIATE ADDITIONAL FUNDS TO MEET THAT REQUIREMENT. 4
17	17		Whereas, the health, well-being, and educational success of public school students in 5
18	18		North Carolina are top priorities of the General Assembly; and 6
19	19		Whereas, employing school nurses has been shown to have a critical and positive 7
20	20		impact on the health, well-being, and educational success of public school students in 8
21	21		kindergarten through grade 12 due to services directed toward keeping students healthy, in class, 9
22	22		and ready to learn; Now, therefore, 10
23	23		The General Assembly of North Carolina enacts: 11
24	24		SECTION 1.(a) G.S. 115C-47 is amended by adding a new subdivision to read: 12
25	25		"(70) To Provide at Least One School Nurse in Every School. – Local boards of 13
26	26		education shall ensure that each school within the local school administrative 14
27	27		unit is staffed by at least one full-time, permanent school nurse." 15
28	28		SECTION 1.(b) G.S. 115C-150.12C is amended by adding a new subdivision to 16
29	29		read: 17
30	30		"(37) To provide at least one school nurse in every school. – The board of trustees 18
31	31		shall ensure that each school is staffed by at least one full-time, permanent 19
32	32		school nurse." 20
33	33		SECTION 1.(c) G.S. 115C-218.75 is amended by adding a new subsection to read: 21
34	34		"(p) At Least One School Nurse. – A charter school shall ensure that the school is staffed 22
35	35		by at least one full-time, permanent school nurse." 23
36	36		SECTION 1.(d) G.S. 115C-238.66 is amended by adding a new subdivision to read: 24
37	37		"(23) At least one school nurse required. – A regional school shall ensure that the 25
38	38		school is staffed by at least one full-time, permanent school nurse." 26
39	39		SECTION 1.(e) G.S. 116-239.8(b) is amended by adding a new subdivision to read: 27
40	40		"(26) At least one school nurse required. – A laboratory school shall ensure that the 28
41	41		school is staffed by at least one full-time, permanent school nurse." 29
42	42		SECTION 2. There is appropriated from the General Fund to the Department of 30
43	43		Public Instruction for the 2025-2026 fiscal year the sum of ninety-five million dollars 31
44	44		($95,000,000) in recurring funds to increase the School Health Personnel Allotment. These funds 32
45	45		shall be used to increase positions for school nurses in order to provide at least one full-time, 33

48		-	SECTION 3. Funds provided pursuant to this act shall supplement and not supplant 1
49		-	any funds from any source already provided for school nurses. 2
50		-	SECTION 4. This act becomes effective July 1, 2025. Section 1 of this act applies 3
