14	14		AN ACT TO ENACT THE MENSTRUAL EQUITY FOR ALL ACT . 2
15	15		The General Assembly of North Carolina enacts: 3
16	16		SECTION 1. G.S. 105-164.3 is amended by adding two new subdivisions to read: 4
17	17		"(88) Feminine hygiene products. – Tampons, panty liners, menstrual cups, sanitary 5
18	18		napkins, and other similar tangible personal property designed for feminine 6
19	19		hygiene in connection with the human menstrual cycle but does not include 7
20	20		"grooming and hygiene products." 8

22	22		(94) Grooming and hygiene products. – Soaps and cleaning solutions, shampoo, 10
23	23		toothpaste, mouthwash, antiperspirants, and sun tan lotions and screens, 11
24	24		regardless of whether the items meet the definition of "over-the-counter 12
25	25		drugs."" 13
26	26		SECTION 2. G.S. 105-164.13 is amended by adding a new subdivision to read: 14
27	27		"(76) Feminine hygiene products." 15
28	28		SECTION 3. There is appropriated from the General Fund to the Department of 16
29	29		Public Instruction the recurring sum of seven hundred fifty thousand dollars ($750,000) for each 17
30	30		year of the 2025-2027 fiscal biennium to be used for the Feminine Hygiene Products Grant 18
31	31		Program established pursuant to G.S. 115C-377. 19
32	32		SECTION 4. This act becomes effective July 1, 2025. Sections 1 and 2 of this act 20
33	33		apply to sales made on or after that date. 21
