1414 AN ACT TO PROVIDE FUNDS FOR EVIDENCE -BASED SUPPORTED EMPLOYMENT 2
1515 SERVICES FOR INDIVIDUALS WITH SERIOUS MENTAL ILLNESS, 3
1616 INTELLECTUAL DISABILITIES, OR DEVELOPMENTAL DISABILITIES. 4
1717 The General Assembly of North Carolina enacts: 5
1818 SECTION 1. There is appropriated from the General Fund to the Department of 6
1919 Health and Human Services, Division of Mental Health, Developmental Disabilities, and 7
2020 Substance Use Services, the sum of one hundred twenty-five thousand dollars ($125,000) in 8
2121 recurring funds for each year of the 2025-2027 fiscal biennium to be allocated as a grant to the 9
2222 North Carolina Association of People Supporting Employment First (NC APSE) to develop and 10
2323 implement training programs for the Department, including online training modules, on the 11
2424 provision of evidence-based supported employment services for individuals in targeted 12
2525 populations, in order to assist these individuals with preparation for, identification of, and 13
2626 maintenance of integrated, paid, competitive employment. The Department shall make these 14
2727 training programs available throughout the State to (i) employers that have hired or are willing 15
2828 to hire individuals in targeted populations, (ii) service providers of local management 16
2929 entities/managed care organizations, and (iii) any other entity the Department determines will 17
3030 benefit from receiving this training in order to achieve improved employment outcomes for 18
3131 individuals in targeted populations. As used in this section, "individuals in targeted populations" 19
3232 means individuals with serious mental illness who are not in or at risk of entry into an adult care 20
3333 home and individuals with intellectual disabilities, developmental disabilities, or both. 21
3434 SECTION 2. This act becomes effective July 1, 2025. 22
