85-(a) Access to Persons and Records. – 38
86-(1) The Auditor and the Auditor's authorized representatives shall have ready 39
87-access to persons and may examine and copy all books, records, reports, 40
88-vouchers, correspondence, files, personnel files, investments, and any other 41
89-documentation of any State agency. Upon demand of the Auditor, access shall 42
90-extend to continuous and unrestricted view of databases, datasets, and digital 43
91-records necessary for any purpose within the authority of the Auditor, 44
92-including performing audits of any type, assessing government efficiency, risk 45
93-assessment, fraud detection, audit planning, and evidence gathering. The 46
94-review of State tax returns shall be limited to matters of official business and 47
95-the Auditor's report shall not violate the confidentiality provisions of tax laws. 48
96-Notwithstanding confidentiality provisions of tax laws, the Auditor may use 49
97-and disclose information related to overdue tax debts in support of the 50

105-a. Amounts received pursuant to a grant or contract from the federal 6
106-government, the State, or its political subdivisions. 7
