1618 The General Assembly of North Carolina enacts: 5
1719 SECTION 1.(a) G.S. 115C-320 reads as rewritten: 6
1820 "§ 115C-320. Certain records open to inspection.Publication and inspection of certain 7
1921 records. 8
20-(a) Each local board of education shall maintain a record of each of its employees, 9
21-showing the following information with respect to each employee: 10
22-(1) Name. 11
23-(2) Age. 12
24-(3) Date of original employment or appointment. 13
25-(4) The terms of any contract by which the employee is employed whether written 14
26-or oral, past and current, to the extent that the board has the written contract 15
27-or a record of the oral contract in its possession. 16
28-(5) Current position. 17
29-(6) Title. 18
30-(7) Current salary.total compensation, as defined in sub-subdivision a. of 19
31-subdivision (1) of subsection (b1) of this section. 20
32-(8) Date and amount of each increase or decrease in salary total compensation, as 21
33-defined in sub-subdivision a. of subdivision (1) of subsection (b1) of this 22
34-section, with that local board of education. 23
35-(9) Date and type of each promotion, demotion, transfer, suspension, separation, 24
36-or other change in position classification with that local board of education. 25
37-(10) Date and general description of the reasons for each promotion with that local 26
38-board of education. 27
39-(11) Date and type of each dismissal, suspension, or demotion for disciplinary 28
40-reasons taken by the local board of education. If the disciplinary action was a 29
41-dismissal, a copy of the written notice of the final decision of the local board 30
42-education setting forth the specific acts or omissions that are the basis of the 31
43-dismissal. 32
44-(12) The office or station to which the employee is currently assigned. 33
45-(b) For the purposes of this section, the term "central office employees" refers to 34
46-superintendents, assistant superintendents, associate superintendents, directors/coordinators, 35
47-supervisors, finance officers, all personnel categorized as central office employees by the 36 General Assembly Of North Carolina Session 2025

49-Department of Public Instruction or the local school administrative unit, and any permanent 1
50-employee of the local school administrative unit or employee of a third-party contractor with the 2
51-local school administrative unit that is not assigned to a school campus. The term "salary" 3
52-includes pay, benefits, incentives, supplements, bonuses, and deferred and all other forms of 4
53-compensation paid by the employing entity. 5
22+(a) For purposes of this section, the term "central office employees" refers to 9

5454 (b1) No later than August 15, 2025, and annually thereafter, each local board of education 6
5555 shall publish and maintain on its website all of the following information: 7
5656 (1) For each central office employee: 8
5757 a. Total compensation from all funding sources, including at least the 9

5959 1. Salary. 11
60-2. Reimbursements and allowances, including reimbursements 12
61-and allowances related to travel. 13
62-b. Position title. 14
63-c. Position description. 15
64-d. The date the position was created. 16
65-e. The department, unit, or office of the local school administrative unit 17
66-in which the position is located. 18
67-(2) The title of each central office employee position in the local school 19
68-administrative unit and the number of positions associated with that title. 20
69-(3) For each department, unit, or office of the local school administrative unit: 21
70-a. The number of central office employees located in that department, 22
71-unit, or office. 23
72-b. The number of central office employees for each position title. 24
73-(c) Subject only to rules and regulations for the safekeeping of records adopted by the 25
74-local board of education, every person having custody of the records shall permit them to be 26
75-inspected and examined and copies made by any person during regular business hours. The name 27
76-of a participant in the Address Confidentiality Program established pursuant to Chapter 15C of 28
77-the General Statutes shall not be open to inspection and shall be redacted from any record released 29
78-pursuant to this section. Any person who is denied access to any record for the purpose of 30
79-inspecting, examining or copying the record shall have a right to compel compliance with the 31
80-provisions of this section by application to a court of competent jurisdiction for a writ of 32
81-mandamus or other appropriate relief." 33
82-SECTION 1.(b) The title of Article 21A of Chapter 115C of the General Statutes 34
83-reads as rewritten: 35
