2221 SECTION 1.(a) This act shall be known as "The Vehicle Registration Convenience 9
2322 Act." 10
2423 SECTION 1.(b) G.S. 20-66 reads as rewritten: 11
2524 "§ 20-66. Renewal of vehicle registration. 12
2625 (a) Annual Renewal. – When a vehicle registration is initially issued, the owner shall 13
2726 elect a month within 12 months of issuance upon which the vehicle's registration expires. The 14
2827 initial registration expires at midnight on the last day of the month elected by the owner. The 15
2928 registration of a vehicle must thereafter be renewed annually. 16
3029 (a1) Issuance Fees. – The fee for the initial issuance of vehicle registration shall be 17
3130 determined as follows: 18
3231 (1) For a vehicle whose owner has elected for the month of issuance to be the 19
3332 month of renewal, the issuance fee shall be the annual fee provided in Part 7 20
3433 of this Article, subject to any proration required by G.S. 20-95. 21
3534 (2) For a vehicle whose owner has elected a month of renewal that differs from 22
3635 the month of issuance, the issuance fee shall be one-twelfth of the annual fee 23
3736 provided in Part 7 of this Article multiplied by the number of full months in 24
3837 the period beginning the date the registration was issued until the date the 25
3938 registration expires, rounded to the nearest dollar. 26
4039 (a2) Notice. – In accordance with G.S. 105-330.5(b), upon receiving written consent from 27
4140 the owner of the vehicle, the Division may send to an email address provided by the owner of the 28
4241 vehicle any required notice of renewal electronically to an e-mail address provided by the owner 29
4342 of the vehicle.renewal. 30
4443 (a3) Renewal Application. – To renew the registration of a vehicle, the owner of the 31
4544 vehicle must file an application with the Division and pay the required registration fee. The owner 32

56-option that co-owners may use to title the vehicle as a joint tenancy with right of survivorship. 9
57-The co-owners' designation of a joint tenancy with right of survivorship on the application shall 10
58-be valid notwithstanding whether this designation appears on the assignment of title. The 11
59-application must request all of the following information and may request other information the 12
60-Division considers necessary: 13
