15	17		OF PRACTICE MODEL. 4
16	18		The General Assembly of North Carolina enacts: 5
17	19		SECTION 1. G.S. 115C-310.13 reads as rewritten: 6
18	20		"§ 115C-310.13. Advanced teaching roles salary supplements. 7
19	21		(a) ATR units may designate up to fifteen percent (15%) of the teachers in each ATR 8
20	22		school as adult leadership teachers and five percent (5%) of the teachers in each ATR school as 9
21	23		classroom excellence teachers. To the extent funds are made available for the purpose, teachers 10
22		-	serving in an advanced teaching role are eligible to receive salary supplements as follows: 11
23		-	(1) Ten thousand dollars ($10,000) for adult leadership teachers. An ATR unit 12
24		-	may divide the salary supplement for an adult leadership teacher between the 13
25		-	adult leadership teacher and collaborating teachers who team with the adult 14
26		-	leadership teacher in a community of practice participating in the R3 Program 15
27		-	Community of Practice model. 16
28		-	(2) Three thousand dollars ($3,000) for classroom excellence teachers. 17
29		-	(b) Notwithstanding G.S. 115C-310.5, to the extent funds are made available for this 18
30		-	purpose, the State Board of Education shall award funds to ATR units for annual salary 19
31		-	supplements for teachers, and the receiving ATR units shall provide the salary supplement to 20
32		-	participating teachers in accordance with this section. If State funds are insufficient to cover the 21
33		-	full amount of supplement identified in subsection (a) of this section, the State Board of 22
34		-	Education and the ATR unit shall disburse any supplement funds pro rata. If funds have been 23
35		-	disbursed pro rata, ATR units are encouraged but not required to fund the remainder of the 24
36		-	supplement from alternate funding sources. 25
37		-	(c) The following additional requirements apply to salary supplements received pursuant 26
38		-	to this section: 27
39		-	(1) Loss of a salary supplement received pursuant to this section for any reason 28
40		-	shall not be considered a demotion under Part 3 of Article 22 of Chapter 115C 29
41		-	of the General Statutes. 30
42		-	(2) A teacher is eligible to continue receiving a salary supplement pursuant to this 31
43		-	section as long as he or she remains an adult leadership teacher or a classroom 32
44		-	excellence teacher.adult leadership teacher, a collaborating teacher teamed 33
45		-	with an adult leadership teacher, or a classroom excellence teacher. 34
46		-	(3) A teacher is eligible to receive no more than one annual salary supplement 35

49		-	(d) The Department of Public Instruction shall issue guidance to ATR units on how to 1
50		-	effectively develop staffing plans and budgets, including how to maximize resources across 2
51		-	multiple funding sources and the reach of teachers in advanced teaching roles to a greater number 3
52		-	of students." 4
53		-	SECTION 2. This act applies only to Pitt County Schools. 5
54		-	SECTION 3. This act is effective when it becomes law and applies beginning with 6
55		-	the 2025-2026 school year. 7
	24	+	serving in an advanced teaching role are eligible to receive salary supplements as follows:ATR 11
	25	+	units shall be allocated funds for salary supplements in the following amounts for each teacher 12
	26	+	identified as serving in the following advanced teaching roles: 13
	27	+	(1) Ten thousand dollars ($10,000) for adult leadership teachers. 14
	28	+	(2) Three thousand dollars ($3,000) for classroom excellence teachers. 15
	29	+	(a1) The salary supplement for an adult leadership teacher, as identified in subdivision 16
	30	+	(a)(1) of this section, may be shared with teachers who team with the adult leadership teacher if 17
	31	+	the teachers are in a community of practice addressing an instructional problem of practice in a 18
	32	+	school participating in the R3 Program Community of Practice model. 19
	33	+	(b) Notwithstanding G.S. 115C-310.5, to the extent funds are made available for this 20
	34	+	purpose, the State Board of Education shall award funds to ATR units for annual salary 21
	35	+	supplements for teachers, and the receiving ATR units shall provide the salary supplement to 22
