Referred to: Rules, Calendar, and Operations of the House April 2, 2025 *H662 -v-1* A BILL TO BE ENTITLED 1 AN ACT PROVIDING COM PENSATION INCREASES TO MEMBERS OF THE ST ATE 2 HIGHWAY PATROL, DIRE CTING THE STATE HIGHWAY PATROL TO DEVELO P 3 SECONDARY EMPLOYMENT POLICIES, ENCOURAGING RETIRED MEMBERS O F 4 THE STATE HIGHWAY PA TROL TO RETURN TO SE RVICE WITH THE STATE, 5 SUPPORTING THE WORK OF THE STATE HIGHWAY PATROL, AND 6 APPROPRIATING FUNDS. 7 The General Assembly of North Carolina enacts: 8 9 PART I. RETAIN AND ATTRACT MEMBERS OF TH E STATE HIGHWAY PATR OL 10 11 PROVIDE COMPENSATION INCREASES TO MEMBERS OF THE STATE 12 HIGHWAY PATROL 13 SECTION 1.1.(a) Effective July 1, 2025, there is appropriated from the General 14 Fund to the Reserve for Compensation Increases to provide pay raises for the State Highway 15 Patrol & Law Enforcement Support Staff the sum of forty million four hundred eighty-two 16 thousand four hundred eighty dollars ($40,482,480) in each year of the 2025-2027 fiscal 17 biennium to establish the pay scales set forth in this section. 18 SECTION 1.1.(b) Effective July 1, 2025, the law enforcement officers of the State 19 Highway Patrol shall be paid based upon the following experience-based annual salary schedule: 20 Years of Experience 2025-2027 Biennium 21 0 $56,000 22 1 $62,125 23 2 $68,250 24 3 $75,375 25 4 $80,500 26 5 $86,625 27 6 $92,750 28 7 $98,875 29 8+ $105,000 30 SECTION 1.1.(c) Effective July 1, 2025, sworn State Highway Patrol employees 31 who are not subject to an experience-based annual salary schedule shall be paid at the following 32 rates by rank: 33 Rank 2025-2027 Biennium 34 Sergeant $120,750 35 General Assembly Of North Carolina Session 2025 Page 2 House Bill 662-First Edition First Sergeant $132,825 1 Lieutenant $146,108 2 Captain $160,718 3 Major $176,790 4 Lieutenant Colonel $194,469 5 Deputy Commander $204,193 6 Colonel $224,612 7 8 ALLOW MEMBERS OF THE STATE HIGHWAY PATROL TO WORK OTHER JOBS 9 SECTION 1.2.(a) The Commander of the State Highway Patrol shall develop and 10 maintain secondary employment policies that allow members of the State Highway Patrol to 11 engage in permanent or temporary secondary employment so long as that employment meets 12 each of the following criteria: 13 (1) It will not have an adverse effect on the member's work or performance with 14 the State Highway Patrol or on the mission of the State Highway Patrol. 15 (2) It will not create a conflict of interest with the member's job description or 16 performance with the State Highway Patrol. 17 SECTION 1.2.(b) The policies created pursuant to this section shall allow members 18 with an active, non-probationary law enforcement certification to perform secondary 19 employment that utilizes that certification, so long as the employment does not otherwise conflict 20 with the secondary employment policies. 21 SECTION 1.2.(c) The policies created pursuant to this section shall be completed 22 by July 1, 2025. 23 24 ENCOURAGE RETIRED MEMBERS OF THE STATE HIGHWAY PATROL TO 25 RETURN TO SERVICE WITH THE STATE 26 SECTION 1.3. No later than January 1, 2026, the State Highway Patrol shall 27 evaluate and update any internal hiring policies or practices to ensure that those hiring policies 28 or practices encourage the return to work of retired members of the State Highway Patrol in a 29 manner that does not impact the retired members' retirement allowances, to the extent allowed 30 by State law, including under Chapter 135 of the General Statutes. 31 32 PART II. SUPPORT FOR THE WORK OF THE STA TE HIGHWAY PATROL 33 34 FUND BULLETPROOF GLASS IN VEHICLES OF STATE LAW ENFORCEMENT 35 OFFICERS 36 SECTION 2.1.(a) There is appropriated from the General Fund to the State Highway 37 Patrol the sum of three million two hundred fifty thousand dollars ($3,250,000) in recurring funds 38 and twenty million one hundred fifty thousand dollars ($20,150,000) in nonrecurring funds for 39 the 2025-2026 fiscal year to be used to purchase, install, and maintain bulletproof glass on all 40 State Highway Patrol vehicles. 41 SECTION 2.1.(b) There is appropriated from the General Fund to the State Highway 42 Patrol the sum of two hundred twenty-one thousand dollars ($221,000) in recurring funds and 43 one million three hundred seventy-eight thousand dollars ($1,378,000) in nonrecurring funds for 44 the 2025-2026 fiscal year to be used to purchase, install, and maintain bulletproof glass on all 45 State Capitol Police vehicles. 46 SECTION 2.1.(c) This section becomes effective July 1, 2025. 47 48 FUNDS TO SUPPORT HUNTERSVILLE STATE HIGHWAY PATROL STATION 49 SECTION 2.2.(a) There is appropriated from the General Fund to the State Highway 50 Patrol the sum of six hundred forty-three thousand one hundred fifty dollars ($643,150) in 51 General Assembly Of North Carolina Session 2025 House Bill 662-First Edition Page 3 nonrecurring funds for the 2025-2026 fiscal year to be used for the following purposes at the 1 State Highway Patrol Station in Huntersville, North Carolina: 2 (1) Six hundred forty thousand dollars ($640,000) for fuel infrastructure to 3 include an above-ground storage tank, fuel dispenser, FuelMaster Live 4 functionality, and a concrete island with an awning, lights, and electrical 5 outlets. 6 (2) Three thousand dollars ($3,000) for an air compressor for filling tires to be 7 located on the concrete island funded in subdivision (1) of this subsection. 8 (3) One hundred fifty dollars ($150.00) for a vehicle vacuum to be located on the 9 concrete island funded in subdivision (1) of this subsection. 10 SECTION 2.2.(b) The State Highway Patrol shall enter into a memorandum of 11 agreement with the Department of Transportation for the creation, use, and maintenance of the 12 items funded by this section. 13 SECTION 2.2.(c) This section becomes effective July 1, 2025. 14 15 PART III. EFFECTIVE DATE 16 SECTION 3.1. Except as otherwise provided, this act is effective when it becomes 17 law. 18
