| 15 | 15 | | The General Assembly of North Carolina enacts: 3 |

| 16 | 16 | | SECTION 1. There is appropriated from the General Fund the recurring sum of six 4 |

| 17 | 17 | | hundred fifty-six thousand dollars ($656,000) for each year of the 2025-2027 fiscal biennium to 5 |

| 18 | 18 | | the Board of Governors of The University of North Carolina to be allocated to the UNC Health 6 |
|---|
| 19 | 19 | | Care System solely for covering the aggregate costs of transportation services, including 7 |
|---|
| 20 | 20 | | ambulance services, for neonatal patients from a hospital in the UNC Health Care System to 8 |
|---|
| 21 | 21 | | another hospital in situations where insurance payors or insurance companies deny coverage for 9 |
|---|
| 22 | 22 | | transportation and mileage fees. The Board of Governors of The University of North Carolina 10 |
|---|
| 23 | 23 | | shall submit an annual report to the General Assembly detailing the amount of funds expended, 11 |
|---|
| 24 | 24 | | the number of neonatal transports covered, and any other data deemed relevant regarding the 12 |
|---|
| 25 | 25 | | effectiveness of funding for the purpose in this act in reducing delays in neonatal care. 13 |

| 26 | 26 | | SECTION 2. This act becomes effective July 1, 2025. 14 |
