1414 AN ACT TO PROVIDE FUNDING FOR NEONATAL CRITICAL CARE TRANSPORT. 2
1515 The General Assembly of North Carolina enacts: 3
1616 SECTION 1. There is appropriated from the General Fund the recurring sum of six 4
1717 hundred fifty-six thousand dollars ($656,000) for each year of the 2025-2027 fiscal biennium to 5
1818 the Board of Governors of The University of North Carolina to be allocated to the UNC Health 6
1919 Care System solely for covering the aggregate costs of transportation services, including 7
2020 ambulance services, for neonatal patients from a hospital in the UNC Health Care System to 8
2121 another hospital in situations where insurance payors or insurance companies deny coverage for 9
2222 transportation and mileage fees. The Board of Governors of The University of North Carolina 10
2323 shall submit an annual report to the General Assembly detailing the amount of funds expended, 11
2424 the number of neonatal transports covered, and any other data deemed relevant regarding the 12
2525 effectiveness of funding for the purpose in this act in reducing delays in neonatal care. 13
2626 SECTION 2. This act becomes effective July 1, 2025. 14
