14	14		AN ACT TO REINVEST IN RURAL NORTH CAROLINA. 2
15	15		The General Assembly of North Carolina enacts: 3
16	16		SECTION 1. There is appropriated from the General Fund to the Department of 4
17	17		Environmental Quality the nonrecurring sum of two hundred million dollars ($200,000,000) for 5
18	18		the 2025-2026 fiscal year to be used for water and sewer infrastructure grants to units of local 6
19	19		government. The Department shall (i) develop guidelines for an application process by units of 7
20	20		local government and the allocation of funds granted pursuant to this section and (ii) prioritize 8
21	21		projects based on severity of need, efficiency of use of funding, and number of persons served. 9
22	22		SECTION 2. There is appropriated from the General Fund to the Department of 10
23	23		Public Safety the nonrecurring sum of ten million dollars ($10,000,000) for the 2025-2026 fiscal 11
24	24		year to be used for grants to municipal and county sheriff and police departments and municipal, 12
25	25		county, and volunteer fire departments for needed equipment. The Department shall (i) develop 13
26	26		guidelines for an application process by units of local government and eligible departments and 14
27	27		for the allocation of funds granted pursuant to this section and (ii) prioritize awarding funds based 15
28	28		on age of equipment, severity of need, efficiency of use of funding, and number of persons served 16
29	29		by the recipient department. 17
30	30		SECTION 3. There is appropriated from the General Fund to the Department of 18
31	31		Commerce the nonrecurring sum of twenty million dollars ($20,000,000) for the 2025-2026 19
32	32		fiscal year to be used for grants to units of local government for land acquisition of sites suitable 20
33	33		for economic development uses. The Department shall (i) develop guidelines for an application 21
34	34		process by units of local government and for the allocation of funds granted pursuant to this 22
35	35		section and (ii) prioritize awarding funds based on likelihood of attracting companies to the site, 23
36	36		the development area tier ranking applicable to the unit of local government seeking the award, 24
37	37		and the availability of alternative sites developed or ready for development. 25
38	38		SECTION 4. There is appropriated from the General Fund to the Office of State 26
39	39		Budget and Management the nonrecurring sum of five million dollars ($5,000,000) for the 27
40	40		2025-2026 fiscal year to be allocated as a directed grant to the North Carolina Medical Society 28
41	41		Foundation to be used to further the placement of physicians, physician assistants, and nurse 29
42	42		practitioners in underserved areas throughout North Carolina to improve access to care for all 30
43	43		citizens of our State. 31
44	44		SECTION 5. There is appropriated from the General Fund to the Department of 32
45	45		Agriculture and Consumer Services the nonrecurring sum of ten million dollars ($10,000,000) 33
46	46		for the 2025-2026 fiscal year to be allocated to the North Carolina Agricultural Development and 34

49	52		SECTION 6. There is appropriated from the General Fund to the Department of 1
50	53		Public Instruction the nonrecurring sum of two hundred million dollars ($200,000,000) for the 2
51	54		2025-2026 fiscal year to be used for grants to local school administrative units in rural areas for 3
52	55		new construction and capital improvement needs. The Department shall (i) develop guidelines 4
53	56		for an application process by local school administrative units for the allocation of funds granted 5
54	57		pursuant to this section and (ii) prioritize awarding funds based on age and condition of school 6
55	58		facilities, use of facilities, anticipated life of facilities to be funded, severity of need, efficiency 7
56	59		of use of funding, and number of students using the facilities to be funded. 8
57	60		SECTION 7. There is appropriated from the General Fund to the Department of 9
58	61		Information Technology the nonrecurring sum of fifty million dollars ($50,000,000) for the 10
59	62		2025-2026 fiscal year to be used as additional, supplemental funding for broadband expansion 11
60	63		programs administered by the Department. 12
61	64		SECTION 8. There is appropriated from the General Fund to the Department of 13
62	65		Health and Human Services, Division of Child Development and Early Education, the 14
63	66		nonrecurring sum of one hundred million dollars ($100,000,000) for the 2025-2026 fiscal year 15
64	67		to be used as additional, supplemental funding for early learning opportunities and programs 16
65	68		administered by the Department. 17
66	69		SECTION 9. This act becomes effective July 1, 2025. 18
