1414 AN ACT TO REINVEST IN RURAL NORTH CAROLINA. 2
1515 The General Assembly of North Carolina enacts: 3
1616 SECTION 1. There is appropriated from the General Fund to the Department of 4
1717 Environmental Quality the nonrecurring sum of two hundred million dollars ($200,000,000) for 5
1818 the 2025-2026 fiscal year to be used for water and sewer infrastructure grants to units of local 6
1919 government. The Department shall (i) develop guidelines for an application process by units of 7
2020 local government and the allocation of funds granted pursuant to this section and (ii) prioritize 8
2121 projects based on severity of need, efficiency of use of funding, and number of persons served. 9
2222 SECTION 2. There is appropriated from the General Fund to the Department of 10
2323 Public Safety the nonrecurring sum of ten million dollars ($10,000,000) for the 2025-2026 fiscal 11
2424 year to be used for grants to municipal and county sheriff and police departments and municipal, 12
2525 county, and volunteer fire departments for needed equipment. The Department shall (i) develop 13
2626 guidelines for an application process by units of local government and eligible departments and 14
2727 for the allocation of funds granted pursuant to this section and (ii) prioritize awarding funds based 15
2828 on age of equipment, severity of need, efficiency of use of funding, and number of persons served 16
2929 by the recipient department. 17
3030 SECTION 3. There is appropriated from the General Fund to the Department of 18
3131 Commerce the nonrecurring sum of twenty million dollars ($20,000,000) for the 2025-2026 19
3232 fiscal year to be used for grants to units of local government for land acquisition of sites suitable 20
3333 for economic development uses. The Department shall (i) develop guidelines for an application 21
3434 process by units of local government and for the allocation of funds granted pursuant to this 22
3535 section and (ii) prioritize awarding funds based on likelihood of attracting companies to the site, 23
3636 the development area tier ranking applicable to the unit of local government seeking the award, 24
3737 and the availability of alternative sites developed or ready for development. 25
3838 SECTION 4. There is appropriated from the General Fund to the Office of State 26
3939 Budget and Management the nonrecurring sum of five million dollars ($5,000,000) for the 27
4040 2025-2026 fiscal year to be allocated as a directed grant to the North Carolina Medical Society 28
4141 Foundation to be used to further the placement of physicians, physician assistants, and nurse 29
4242 practitioners in underserved areas throughout North Carolina to improve access to care for all 30
4343 citizens of our State. 31
4444 SECTION 5. There is appropriated from the General Fund to the Department of 32
4545 Agriculture and Consumer Services the nonrecurring sum of ten million dollars ($10,000,000) 33
4646 for the 2025-2026 fiscal year to be allocated to the North Carolina Agricultural Development and 34

4952 SECTION 6. There is appropriated from the General Fund to the Department of 1
5053 Public Instruction the nonrecurring sum of two hundred million dollars ($200,000,000) for the 2
5154 2025-2026 fiscal year to be used for grants to local school administrative units in rural areas for 3
5255 new construction and capital improvement needs. The Department shall (i) develop guidelines 4
5356 for an application process by local school administrative units for the allocation of funds granted 5
5457 pursuant to this section and (ii) prioritize awarding funds based on age and condition of school 6
5558 facilities, use of facilities, anticipated life of facilities to be funded, severity of need, efficiency 7
5659 of use of funding, and number of students using the facilities to be funded. 8
5760 SECTION 7. There is appropriated from the General Fund to the Department of 9
5861 Information Technology the nonrecurring sum of fifty million dollars ($50,000,000) for the 10
5962 2025-2026 fiscal year to be used as additional, supplemental funding for broadband expansion 11
6063 programs administered by the Department. 12
6164 SECTION 8. There is appropriated from the General Fund to the Department of 13
6265 Health and Human Services, Division of Child Development and Early Education, the 14
6366 nonrecurring sum of one hundred million dollars ($100,000,000) for the 2025-2026 fiscal year 15
6467 to be used as additional, supplemental funding for early learning opportunities and programs 16
6568 administered by the Department. 17
6669 SECTION 9. This act becomes effective July 1, 2025. 18
