A BILL TO BE ENTITLED 1
AN ACT TO REQUIRE PUBLIC UTILITIES TO PROVIDE SECURITY SYSTEMS FOR 2
SUBSTATIONS TO PROTECT AGAINST VANDALISM AND OTHER THREATS. 3
The General Assembly of North Carolina enacts: 4
SECTION 1. Article 16 of Chapter 62 of the General Statutes is amended by adding 5
a new section to read: 6
"ยง 62-334. Protection of public utility substations. 7
Public utilities shall (i) provide security systems at substations to protect against vandalism 8
and other security threats and (ii) continuously operate the security systems 24 hours a day." 9
SECTION 2. This act becomes effective July 1, 2025. 10
