AN ACT TO ELIMINATE THE TRAINING COURSE REQUIREMENTS FOR INSURANCE 2
PRODUCER LICENSURE. 3
The General Assembly of North Carolina enacts: 4
SECTION 1. G.S. 58-33-30 reads as rewritten: 5
"§ 58-33-30. License requirements. 6
The Commissioner shall not issue or continue any license of an insurance producer, limited 7
representative, adjuster, or motor vehicle damage appraiser except as follows: 8
… 9
(d) Education and Training. – 10
(1) Each applicant must have had special education, training, or 11
experience of sufficient duration and extent reasonably to satisfy the 12
Commissioner that the applicant possesses the competence necessary 13
to fulfill the responsibilities of an insurance producer, limited 14
representative, adjuster, or motor vehicle damage appraiser. The 15
Commissioner shall not require an individual who applies for an 16
insurance producer license in this State to complete any specific 17
amount of instruction or any specific course of instruction. 18
(2) All individual applicants for licensing as insurance producers under 19
G.S. 58-33-26(c1)(1), (2), (4), (6), or (7) shall furnish evidence 20
satisfactory to the Commissioner of successful completion of at least 21
20 hours of instruction for each license, which shall in all cases include 22
the general principles of insurance and any other topics relevant to the 23
license that the Commissioner establishes by administrative rules. Any 24
applicant who submits satisfactory evidence of having successfully 25
completed a producer training course that has been approved by the 26
Commissioner and that is offered by or under the auspices of a 27
property, casualty, life or accident and health or sickness insurance 28
company admitted to do business in this State or a professional 29
insurance association shall be deemed to have satisfied the educational 30
requirements of this subdivision.Any producer training course 31
developed for the purpose of preparing an applicant for the 32
examination required by subsection (e) of this section must be 33

(3) Each resident applicant for a Medicare supplement and long-term care 1
insurance license shall furnish evidence satisfactory to the 2
Commissioner of successful completion of 10 hours of instruction, 3
which shall in all cases include the principles of Medicare supplement 4
and long-term care insurance and federal and North Carolina law 5
relating to such insurance. A resident applicant who submits 6
satisfactory evidence of having successfully completed a producer 7
training course that has been approved by the Commissioner and that 8
is offered by or under the auspices of a licensed life or health insurer 9
or a professional insurance association satisfies the educational 10
requirements of this subdivision. 11
(e) Examination. – 12

(5) The Commissioner shall collect in advance the examination and 14
registration fees provided in G.S. 58-33-125 and in subsection 15
subdivision (4) of this section. subsection. The Commissioner shall 16
make or cause to be made available to all applicants, for a reasonable 17
fee to offset the costs of production, materials that he considers 18
necessary for the applicants' proper preparation for examinations. The 19
Commissioner may contract directly with publishers and other 20
suppliers for the production of the preparatory materials, and contracts 21
so let by the Commissioner shall not be subject to Article 3 of Chapter 22
143 of the General Statutes. However, the Commissioner shall: (i) 23
submit all proposed contracts for supplies, materials, printing, 24
equipment, and contractual services that exceed one million dollars 25
($1,000,000) authorized by this subdivision to the Attorney General or 26
the Attorney General's designee for review as provided in 27
G.S. 114-8.3; and (ii) include in all contracts to be awarded by the 28
Commissioner under this subdivision a standard clause which provides 29
that the State Auditor and internal auditors of the Commissioner may 30
audit the records of the contractor during and after the term of the 31
contract to verify accounts and data affecting fees and performance. 32
The Commissioner shall not award a cost plus percentage of cost 33
contract for any purpose. 34

SECTION 2. G.S. 58-33-32 reads as rewritten: 36
"§ 58-33-32. Interstate reciprocity in producer licensing. 37

(g) An individual who applies for an insurance producer license in this State who was 39
previously licensed for the same lines of authority in that individual's home state shall not be 40
required to complete any prelicensing education or examination. This exemption is available only 41
if: 42

SECTION 3. This act becomes effective October 1, 2025, and applies to licensure 44
applications submitted on or after that date. 45
