1414 AN ACT APPROPRIATING FUNDS TO THE DEPARTMENT OF HEALTH AND HUMAN 2
1515 SERVICES, DIVISION OF PUBLIC HEALTH, TO PROVIDE GRANTS TO NONPROFIT 3
1616 COMMUNITY HEALTH CENTERS FOR THE PURCHASE AND DISTRIBUTION OF 4
1717 LONG-ACTING REVERSIBLE CONTRACEPTIVES. 5
1818 The General Assembly of North Carolina enacts: 6
1919 SECTION 1. There is appropriated from the General Fund to the Department of 7
2020 Health and Human Services, Division of Public Health, the sum of two million five hundred 8
2121 thousand dollars ($2,500,000) in recurring funds for each year of the 2025-2027 fiscal biennium 9
2222 to be used to award grants on a competitive basis to nonprofit community health centers. 10
2323 Nonprofit community health centers selected to receive these grant funds shall use all such funds 11
2424 to purchase and make available long-acting reversible contraceptives for underserved, uninsured, 12
2525 or medically indigent patients. As used in this section, the term "long-acting reversible 13
2626 contraceptives" means a contraceptive drug or device that meets all of the following criteria: 14
2727 (1) Is a method of birth control that provides effective contraception for an 15
2828 extended period of time without depending upon user action. 16
2929 (2) Is designed as a temporary method of birth control that the user can elect to 17
3030 discontinue. 18
3131 (3) Has been approved by the United States Food and Drug Administration for 19
3232 use as a contraceptive. 20
3333 (4) Is obtained under a prescription written by a health care provider authorized 21
3434 to prescribe medications under the laws of this State. 22
3535 SECTION 2. This act becomes effective July 1, 2025. 23
