1414 AN ACT TO ESTABLISH THE JOINT LEGISLATIVE STUDY COMMISSION ON 2
1515 MARKET RATE COMPENSATION FOR TEACHERS. 3
1616 The General Assembly of North Carolina enacts: 4
1717 SECTION 1. There is established the Joint Legislative Commission on Market Rate 5
1818 Compensation for Teachers to study and report on public school teacher compensation in North 6
1919 Carolina as compared to other states nationwide. 7
2020 SECTION 2. The Commission shall be composed of seven members as follows: 8
2121 (1) Two members of the Senate, appointed by the President Pro Tempore of the 9
2222 Senate. 10
2323 (2) Two members of the House of Representatives, appointed by the Speaker of 11
2424 the House of Representatives. 12
2525 (3) Two members to be appointed by the Governor. 13
2626 (4) The State Superintendent of Public Instruction, or the Superintendent's 14
2727 designee. 15
2828 SECTION 3. Vacancies on the Commission shall be filled by the appointing 16
2929 authority. The Commission shall be chaired by a senator and a representative designated by the 17
3030 appointing authority. A quorum of the Commission shall be four members. The Commission, 18
3131 while in the discharge of its official duties, may exercise all powers provided for under 19
3232 G.S. 120-19 and G.S. 120-19.1 through G.S. 120-19.4, including the power to request all 20
3333 officers, agents, agencies, and departments of the State to provide any information, data, or 21
3434 documents within their possession, ascertainable from their records, or otherwise available to 22
3535 them. 23
3636 SECTION 4. The Commission may meet at any time upon the call of the chairs. The 24
3737 Commission may meet in the Legislative Building, the Legislative Office Building, or any other 25
3838 location as agreed upon by the Commission. The Commission may contract for professional, 26
3939 clerical, or consultant services as provided by G.S. 120-32.02. 27
4040 SECTION 5. The Commission shall hold at least five public meetings in distinct 28
4141 geographic regions of the State. 29
4242 SECTION 6. The Legislative Services Commission, through the Legislative 30
4343 Services Officer, shall assign professional staff to assist the Commission in its work. The House 31
4444 of Representatives' and Senate's Directors of Legislative Assistants shall assign clerical staff to 32
4545 the Commission, and the expenses relating to the clerical employees shall be borne by the 33
4646 Commission. Members of the Commission shall receive subsistence and travel expenses at the 34

4952 SECTION 7. The Commission shall study the following issues related to public 1
5053 school teacher compensation in North Carolina: 2
5154 (1) Starting and average salaries of public school teachers in North Carolina as 3
5255 compared to other public school teachers in the United States and in the 4
5356 southeastern region. 5
5457 (2) A comparison of the benefits associated with employment as a public school 6
5558 teacher in North Carolina as compared to other public school teachers in the 7
5659 United States and in the southeastern region. 8
5760 (3) The wage gap between public school teachers and other professionals with 9
5861 similar education levels. 10
5962 (4) Attrition rates of public school teachers in North Carolina, including how 11
6063 many teachers leave for other professions and how many pursue education 12
6164 careers outside of North Carolina public schools. 13
6265 (5) The impact of State-funded salary supplements, bonuses, and loan forgiveness 14
6366 programs on retention and recruitment for public school teachers in North 15
6467 Carolina at the beginning, middle, and end of their careers. 16
6568 (6) The impact of increasing local supplements and increasing county-level 17
6669 funding for public schools through property taxes. 18
6770 (7) Any other issue the Commission deems relevant to its study. 19
6871 SECTION 8. The Commission may make an interim report, including any legislative 20
6972 recommendations, to the 2025 General Assembly, 2026 Regular Session, prior to its convening 21
7073 and shall submit a final report, including any legislative recommendations, by the end of the 2026 22
7174 Regular Session of the General Assembly. The Commission shall terminate on December 31, 23
7275 2026, or upon the filing of its final report, whichever occurs first. 24
7376 SECTION 9. This act is effective when it becomes law. 25
