1214 A HOUSE RESOLUTION URGING CONGRESS TO ENDORSE A NATIONAL 1
1315 INFRASTRUCTURE BANK. 2
1416 Whereas, the American Society of Civil Engineers (ASCE) stated in its 2021 report 3
1517 card that the United States received a grade of C- regarding the current state of infrastructure, 4
1618 and that six trillion dollars ($6,000,000,000,000) would be needed to restore the nation's 5
1719 infrastructure to a state of good repair; and 6
1820 Whereas, nearly three trillion dollars ($3,000,000,000,000) is currently not funded 7
1921 and the remainder is inadequately funded; and 8
2022 Whereas, new, twenty-first century projects are also unfunded; and 9
2123 Whereas, according to ASCE, thirty-three percent (33%) of North Carolina roads are 10
2224 in poor or fair condition and seven percent (7%) were structurally deficient in 2021; and 11
2325 Whereas, according to the Department of Transportation, 1,150, or eight and 12
2426 four-tenths percent (8.4%), of the State's bridges were considered in poor condition and it is 13
2527 estimated that it will cost for repairs of these bridges four billion dollars ($4,000,000,000); and 14
2628 Whereas, according to ASCE, North Carolina needs seventeen billion dollars 15
2729 ($17,000,000,000) to fund drinking water repairs and replacement, and five billion eight hundred 16
2830 million dollars ($5,800,000,000) to fund wastewater systems; and 17
2931 Whereas, North Carolina has over 370,000 lead water service lines needing 18
3032 immediate replacement at a cost of at least four billion dollars ($4,000,000,000); and 19
3133 Whereas, there is a shortage of at least 200,000 units of affordable housing for those 20
3234 most housing insecure; and 21
3335 Whereas, a new high-speed rail system from Atlanta to Washington, D.C., running 22
3436 through North Carolina would transform travel in North Carolina; and 23
3537 Whereas, Congress introduced H.R. 4052, The National Infrastructure Bank Act 24
3638 (NIB), to create a new National Infrastructure Bank and to authorize five trillion dollars 25
3739 ($5,000,000,000,000) for the bank to invest in infrastructure projects only; and 26
3840 Whereas, the NIB requires no new federal spending and no new federal taxes as it 27
3941 would be capitalized by existing Treasury debt, as was done previously in this nation's history; 28

4143 Whereas, the NIB is modeled on previous banks which helped build much of our 30
4244 infrastructure under Presidents George Washington, James Madison, Abraham Lincoln, and 31
4345 Franklin D. Roosevelt, the last of whom helped end the Great Depression and win World War II; 32

4547 Whereas, the NIB will create 25,000,000 new high-wage jobs, and mandate Buy 34

4853 mandate large-scale minority hiring, and, according to experts, grow the economy by five percent 1
4954 (5%) per year, as did its predecessors; and 2
5055 Whereas, the NIB will help finance all the infrastructure needs of North Carolina in 3
5156 conjunction with regular budgets, will have financing to rebuild all of North Carolina from the 4
5257 hurricane damage in 2024, will finance infrastructure projects and create jobs in rural and urban 5
5358 communities, will finance all the bridge and road repairs, will fix all the drinking water systems, 6
5459 will replace all lead water service lines quickly, will build all needed affordable housing units, 7
5560 will install broadband everywhere, will finance all mass transit projects, and will build passenger 8
5661 and high-speed rail lines; and 9
5762 Whereas, many organizations have issued endorsements, including the National 10
5863 Hispanic Caucus of State Legislators, the National Black Caucus of State Legislators, the 11
5964 National Asian-Pacific American Caucus of State Legislators, NACO, NADO, the U.S. High 12
6065 Speed Rail Association, the United Association of Plumbers and Steamfitters International 13
6166 Union, and others, and 30 state legislatures have introduced or passed resolutions of support, as 14
6267 have county and city councils; Now, therefore, 15
6368 Be it resolved by the House of Representatives: 16
6469 SECTION 1. The North Carolina House of Representatives hereby calls upon the 17
6570 United States Congress to pass H.R. 4052, or its equivalent, to create a National Infrastructure 18
6671 Bank to finance urgently needed infrastructure projects. 19
6772 SECTION 2. Copies of this resolution shall be transmitted to the North Carolina 20
6873 delegation to Congress, the Governor, and to the President of the United States. 21
6974 SECTION 3. This resolution is effective upon adoption. 22
