1514 AN ACT TO REVISE THE PURPOSES FOR WHICH SCHOOL SAFETY GRANTS 2

1716 The General Assembly of North Carolina enacts: 4
1817 SECTION 1. Section 7.36(f) of S.L. 2023-134, as amended by Section 3J.17 of S.L. 5
1918 2024-57, reads as rewritten: 6
2019 "SECTION 7.36.(f) Grants for Training to Increase School Safety. – Of the funds 7
2120 appropriated by this act for the grants provided in this section, the Executive Director of the 8
2221 Center for Safer Schools, in consultation with the Department of Health and Human Services, 9
2322 shall award grants to public school units to contract with community partners to address school 10
2423 safety by providing training to help students develop healthy responses to trauma and stress. The 11
2524 training shall be targeted and evidence-based and shall include any of the following services: 12
2625 (1) Counseling on Access to Lethal Means (CALM) training for school health 13
2726 support personnel, local first responders, and teachers on the topics of suicide 14
2827 prevention and reducing access by students to lethal means. 15
2928 (2) Training for school health support personnel on comprehensive and 16
3029 evidence-based clinical treatments for students and their parents or guardians, 17
3130 including any of the following: 18
3231 a. Parent-child interaction therapy. 19
3332 b. Trauma-focused cognitive behavioral therapy. 20
3433 c. Behavioral therapy. 21
3534 d. Dialectical behavior therapy. 22
3635 e. Child-parent psychotherapy. 23
3736 (3) Training for students and school employees on community resilience models 24
3837 to models, violence prevention, and developing personal and interpersonal 25
3938 skills to (i) enhance individual level protective factors, (ii) mitigate or reduce 26
4039 risk taking or harmful behavior, and (iii) improve understanding and responses 27
4140 to trauma and significant stress. 28
4241 (4) Training for school health support personnel on Modular Approach to 29
4342 Therapy for Children with Anxiety, Depression, Trauma, or Conduct 30
4443 problems (MATCH-ADTC), including any of the following components: 31
4544 a. Trauma-focused cognitive behavioral therapy. 32
4645 b. Parent and student coping skills. 33

50-(5) Any other training, including the training on the facilitation of peer-to-peer 2
51-mentoring, training or education programming that is likely to increase school 3
52-safety. The training or education programming authorized in this subdivision 4
53-includes training on the facilitation of peer-to-peer mentoring, education on 5
54-personal and interpersonal skills or character education, and education or 6
55-training addressing violence prevention and suicide prevention. Of the funds 7
56-appropriated by this act for the grants provided in this section, the Executive 8
57-Director shall use no more than three hundred fifty thousand dollars 9
58-($350,000) in the 2024-2025 fiscal year for the services identified in this 10
59-subdivision." 11
60-SECTION 2. This act is effective when it becomes law. 12
