1818 The General Assembly of North Carolina enacts: 6

2020 PART I. MINIMUM STANDARDIZED TESTING REQUIREMENTS FOR 8
2121 ADMISSIONS AND SCHOLARSHIPS AT THE UNIVERSITY OF NORTH CAROLINA 9
2222 SECTION 1.(a) Part 2 of Article 1 of Chapter 116 of the General Statutes is amended 10
2323 by adding the following new section to read: 11
2424 "§ 116-11.5. Minimum standardized testing requirements for admissions and scholarships. 12
2525 (a) For purposes of this section, the following definitions shall apply: 13
2626 (1) Applicant. – Any of the following: 14
2727 a. An applicant for admission to a constituent institution. 15
2828 b. An applicant for a scholarship. 16
2929 (2) Board of Governors. – The Board of Governors of The University of North 17
3030 Carolina. 18
3131 (3) Constituent institution. – A constituent institution of The University of North 19
3232 Carolina. 20
3333 (4) Entity of The University of North Carolina. – The Board of Governors, the 21
3434 University of North Carolina System Office, a constituent institution, or the 22
3535 State Education Assistance Authority. 23
3636 (5) Identified test. – Any one of the following: 24
3737 a. The SAT. 25
3838 b. The ACT. 26
3939 c. The Classic Learning Test (CLT). 27
4040 (6) Scholarship. – A scholarship funded in whole or in part with State funds and 28
4141 administered by an entity of The University of North Carolina. 29
4242 (b) If an entity of The University of North Carolina requires or permits an applicant to 30
4343 submit a standardized test score on any identified test for admissions or scholarships, the entity 31
4444 shall permit the applicant to instead submit a test score on any other identified test. If the entity 32
4545 requires a minimum score on any identified test, the entity shall permit the applicant to satisfy 33
4646 that requirement by submitting a concordant minimum score on any other identified test." 34

56-"§ 115C-174.18. Opportunity to take Preliminary SAT/National Merit Scholarship 8
57-Qualifying Test (PSAT/NMSQT).various college preparation assessments. 9
58-Every student in the eighth through tenth grades who has completed Algebra I or who is in 10
59-the last month of Algebra I shall be given an opportunity to take a version of either the 11
60-Preliminary SAT/National Merit Scholarship Qualifying Test (PSAT/NMSQT) or 12
61-(PSAT/NMSQT), the PreACT test, at the discretion of the local school administrative unit, or the 13
62-CLT10 one time at no cost to the student. A student receiving instruction through a home school, 14
63-as provided by Part 3 of Article 39 of this Chapter, shall be eligible to participate in testing as 15
64-provided in G.S. 115C-565.1. The maximum amount of State funds used for this purpose shall 16
65-be the cost of the PSAT/NMSQT." 17
66-SECTION 2.(b) This section applies beginning in the 2025-2026 school year. 18

68-PART III. EFFECTIVE DATE 20
69-SECTION 3. Except as otherwise provided, this act is effective when it becomes 21
