1717 The General Assembly of North Carolina enacts: 5
1818 SECTION 1. G.S. 116-11 is amended by adding the following new subdivision to 6

2020 "(3d) The Board of Governors shall adopt a policy on the use of Learning 8
2121 Management Systems (LMSs) at constituent institutions of The University of 9
2222 North Carolina. At a minimum, the policy shall prohibit every college, school, 10
2323 professor, or other entity associated with a constituent institution from 11
2424 requiring any student, as a part of any course, to sign up for an LMS that 12
2525 results in a cost to the student above the student fees previously approved by 13
2626 the Board of Governors." 14
2727 SECTION 2. This act is effective when it becomes law and applies beginning with 15
2828 the 2025-2026 academic year. 16
