18 | 18 | | SECTION 1. Article 9 of Chapter 143B of the General Statutes is amended by adding 6 |

20 | 20 | | "Part 21A. North Carolina Commission on Youth Mentoring. 8 |

21 | 21 | | "§ 143B-208.20. North Carolina Commission on Youth Mentoring – members; selection; 9 |
---|
22 | 22 | | quorum; compensation. 10 |
---|
23 | 23 | | (a) Creation and Duties. – There is established the North Carolina Commission on Youth 11 |
---|
24 | 24 | | Mentoring of the Department of Health and Human Services. The Commission shall have the 12 |
---|
25 | 25 | | following powers and duties: 13 |
---|
26 | 26 | | (1) Establish a grant program for small- to medium-sized youth nonprofit 14 |
---|
27 | 27 | | mentoring organizations located in North Carolina with the intended goals of 15 |
---|
28 | 28 | | (i) invest in the awareness and sustainment of current and new community 16 |
---|
29 | 29 | | youth mentoring programs, (ii) increase high quality mentoring that supports 17 |
---|
30 | 30 | | youth long-term goals and reduce safety- risk behaviors, and (iii) support a 18 |
---|
31 | 31 | | positive parent, adult, and youth connected community through efficiently 19 |
---|
32 | 32 | | trained and equipped mentor programming. 20 |
---|
33 | 33 | | (2) Develop an application process for the program and inform mentoring 21 |
---|
34 | 34 | | organizations how to apply. 22 |
---|
35 | 35 | | (3) Provide an annual report on or before December 1 on the distributions of the 23 |
---|
36 | 36 | | grants to the chairs of the House Appropriations Committee on General 24 |
---|
37 | 37 | | Government, the chairs of the Senate Appropriations Committee on General 25 |
---|
38 | 38 | | Government and Information Technology, and the Fiscal Research Division. 26 |
---|
39 | 39 | | The report shall include the following: 27 |
---|
40 | 40 | | a. The number of organizations that applied for grants. 28 |
---|
41 | 41 | | b. The amount of grant funds awarded and the names of the recipients. 29 |
---|
42 | 42 | | c. The balance of funds remaining. 30 |
---|
43 | 43 | | d. Findings of social impact. 31 |
---|
44 | 44 | | (4) Consult with the Council for Women and Youth Involvement as needed. 32 |

45 | 45 | | (5) Advise the Secretary of Health and Human Services upon any matter the 33 |
---|

---|
52 | | - | (2) One representative of a national affiliate mentoring or youth development 5 |

53 | | - | nonprofit organization. 6 |
---|
54 | | - | (3) Two representatives between the ages of 16 to 25 who are participants in 7 |
---|
55 | | - | mentoring programs. 8 |
---|
56 | | - | (4) Two representatives of the business/entrepreneurship community. 9 |
---|
57 | | - | (5) Two representatives of the philanthropic community. 10 |
---|
58 | | - | (6) One representative of the Department of Health and Human Services. 11 |
---|
59 | | - | (7) One representative of the Department of Public Instruction. 12 |
---|
60 | | - | (8) One designee from the Governor's Office. 13 |
---|
61 | | - | (9) Two members selected among local educators, of which one is representative 14 |
---|
62 | | - | of ages 5 to 12 and one is representative of ages 13 to 18. 15 |
---|
63 | | - | (10) One representative of the faith community. 16 |
---|
64 | | - | (11) One representative from local governments in the State. 17 |
---|
65 | | - | (c) Terms and Chair. – Members shall serve three-year terms, with no prohibition against 18 |
---|
66 | | - | being reappointed. Any individual appointed to serve on the Commission shall serve until his or 19 |
---|
67 | | - | her successor is appointed and qualified. The Commission shall elect a chair and vice-chair from 20 |
---|
68 | | - | its membership to serve a term of one year. No person may serve as chairperson for more than 21 |
---|
69 | | - | two consecutive years. 22 |
---|
70 | | - | (d) Meetings. – The chair shall convene the Commission. Meetings shall be held as often 23 |
---|
71 | | - | as necessary, but not less than four times a year. 24 |
---|
72 | | - | (e) Quorum. – A majority of the members of the Commission shall constitute a quorum 25 |
---|
73 | | - | for the transaction of business. The affirmative vote of a majority of the members present at 26 |
---|
74 | | - | meetings of the Commission shall be necessary for action to be taken by the Commission. 27 |
---|
75 | | - | (f) Vacancies. – A vacancy on the Commission or as chair of the Commission resulting 28 |
---|
76 | | - | from the resignation of a member or otherwise shall be filled in the same manner in which the 29 |
---|
77 | | - | original appointment was made, and the term shall be for the balance of the unexpired term. 30 |
---|
78 | | - | (g) Removal. – The Commission may remove a member for misfeasance, malfeasance, 31 |
---|
79 | | - | nonfeasance, or neglect of duty. 32 |
---|
80 | | - | (h) Compensation. – Commission members shall receive no per diem for their services 33 |
---|
81 | | - | but shall be entitled to receive travel allowances in accordance with the provisions of G.S. 138-5 34 |

82 | | - | or G.S. 138-6, as appropriate. 35 |

83 | | - | (i) Staffing. – The Secretary of the Department of Department of Health and Human 36 |
---|
84 | | - | Services shall be responsible for staffing the Commission. 37 |

85 | | - | (j) Funding. – From funds available to the Department of Health and Human Services, 38 |
---|
86 | | - | the Secretary shall allocate monies to fund the work of the Commission." 39 |

87 | | - | SECTION 2. There is appropriated from the General Fund to the Department of 40 |

89 | | - | Section 1 of this act, the sum of one million five hundred thousand dollars ($1,500,000) in 42 |

90 | | - | recurring funds for each year of the 2025-2027 fiscal biennium to be used to provide grants to 43 |

91 | | - | mentoring organizations that meet the criteria established by subsection (a) of G.S. 143B-208.20, 44 |
